About this file

This is a Questions and Answers document addressing industry inquiries regarding a federal CNS/ATM (Communications, Navigation, Surveillance/Air Traffic Management) recompete effort.

The Government is procuring CNS/ATM as a single effort covering both U.S. and Foreign Military Sales (FMS) scope, with FMS broken out onto separate Contract Line Item Numbers (CLINs). No specific FMS certification is required to bid, and all proposals will be evaluated against stated evaluation criteria. The procurement will be structured as a professional non-personal services contract using a Time & Materials (T&M) contract type. Development and sustainment will remain together rather than being split. The Government anticipates releasing a draft RFQ/RFP in December 2026/January 2027, with award expected before the incumbent contract ends on May 3, 2027. A single-award approach is anticipated, though the specific contract vehicle remains under determination pending market research. The Government is currently planning a 6-month transition period and will provide the incumbent's Performance Work Statement at draft solicitation release. All software will be developed with Government funds, resulting in unlimited data rights for the Government with no restrictive data rights assertions permitted. Existing baseline processes, procedures, tools, and incumbent-developed Data Quality Requirements will be available for the new contractor to build upon. While the Government reserves the right to hold an Industry Day, it does not anticipate doing so; interested vendors should submit questions to the Contracting team.

Questions USG Response

Will CNS/ATM be procured as a single large effort covering both U.S.

and FMS scope, or will FMS be broken out as a separate effort?

The Government is procuring CNS/ATM as a single effort covering both US and FMS scope. FMS will be broken out onto separate CLINs on the contract.

If FMS is included, will there be any gating or eligibility requirement (e.g., FMS qualification) that industry must satisfy prior to bidding?

Anyone may bid. There is no specific FMS certification required to bid.

All bids will be evaluated in accordance with the evaluation criteria, including FMS portions of the proposal.

What contract vehicle does the Government anticipate using for the eventual solicitation (e.g., OASIS+, stand-alone, other)?

The Government is not certain which contract vehicle we are soliciting on and will make the decision based on market research. The Government will utilize the best vehicle it believes will meet its needs subject to the availability of funds.

Does the Government intend to keep development and sustainment together, or potentially look at breaking development off as a separate OTA prototyping effort and re-compete sustainment on its own?

The Government intends to keep development and sustainment together on this effort.

Given the NAICS and PSC codes cited, will the Government consider a commercial software-as-a-service (SaaS) solution priced as a commercial platform rather than one built on levels of effort (labor rates, hours, etc.)?

The Government anticipates this effort to be a professional non-personal services contract.

Will the acquisition accommodate a commercial item / commercial-solution approach, or is the Government committed to a professional-services (labor-based) construct?

The Government anticipates this effort to be a professional non-personal services contract.

What contract type does the Government anticipate for the re-compete?

The Government anticipates using a T&M contract type.

Does the Government intend to hold an Industry Day or offer one-on-one sessions, and can interested vendors request a meeting with the program office?

The Government reserves the right to hold an industry day if it determines it in the Government's best interest, but doesn't anticipate doing so. If there is an industry day, all vendors are welcome to attend.

Interested vendors should submit any questions related to this effort to the Contracting team.

What is the anticipated timeline for release of a draft/final solicitation and award, relative to the incumbent contract's 3 May 2027 end date?

The Government anticipates releasing the draft RFP/RFQ in the December 2026 / January 2027 timeframe.

Does the Government anticipate a single-award or multiple-award approach?

The Government anticipates a single-award approach.

Will the Government require delivery of data rights or software IP, and if so, at what license level?

Data Software will be written with Government funds and will result in unlimited data rights for the Government; no restrictive data rights assertions will be permitted under this contract.

Will the Government provide a copy of the current Performance Work Statement (PWS)/SOW for the incumbent effort to inform industry responses?

The Government did not see value in providing the PWS at the RFI stage, but the Government anticipates providing it for the Draft RFQ/RFP release.

For the sustainment scope, what type of software would the contractor be sustaining — is it COTS/commercial or non-commercial/Government-developed software?

The contract would be sustaining Government-developed software.

Will the existing baseline process, procedures, tools and existing incumbent-developed Data Quality Requirements (DQR) be available to build on for the new contract, or will the contractor be expected to recreate the compliant process(es)?

Existing baseline process, procedures, tools, and existing incumbent-developed DQR will be available to build on for the new contract.

Does the Government anticipate providing a Transition Period from the current contract to the new contract for a smooth transition of current incumbent technical expertise, knowledge and equipment? Please confirm that the Government will actively participate in any planned Transition Period.

Yes, the Government is currrently anticipating a 6 month transition period.

Will the Government be holding an Industry Day and/or providing a Draft RFP before the final solicitation is released?

The Government reserves the right to hold an industry day if it determines it in the Government's best interest, but doesn't anticipate doing so. If there is an industry day, all vendors are welcome to attend.

Interested vendors should submit any questions related to this effort to the Contracting team.

Yes, the Government plans to release a draft RFQ/RFP before the final solicitation is released.
