About this opportunity

The United States Postal Service Office of Inspector General is preparing to solicit research support for a white paper on postal service digital channels, with an RFI response deadline of August 14, 2026 at 3:00 PM EDT and anticipated contract performance beginning October 2026.

The effort is not set-aside. Work is performed remotely; virtual participation in meetings is acceptable. The USPS OIG will procure four research notes and vendor participation in project meetings over approximately five months under a firm fixed-price contract not to exceed $100,000.

The scope requires benchmarking USPS digital channels (usps.com, USPS Mobile App, Informed Delivery, Click-N-Ship, and Label Broker) against foreign postal operators and domestic competitors including Amazon, UPS, and FedEx. Task 3 includes a heuristic user experience review covering the Informed Delivery app, mobile web experience, desktop website, and USPS Mobile App, budgeted at no more than 20 percent of overall contract costs and excluding website accessibility assessments. Task 4 identifies revenue-generation opportunities, including modifications to existing streams and entirely new streams, with consideration of USPS's government agency status. Revenue estimates should use order-of-magnitude ranges with stated assumptions rather than point estimates. The OIG will provide internally produced analysis of revenue from digital channels to support Task 4, though baseline revenue figures from Tasks 1–3 will not be furnished. All research notes must not exceed 5 single-spaced pages in 12-point font; attachments may exceed this limit.

Vendors must submit RFI responses via email to Farzad Afrasiabi (fafrasiabi@uspsoig.gov) and contracts@uspsoig.gov. Responses are limited to 10 pages or less in Microsoft Word or PDF format, Times New Roman 12-point font, and must include company profile, technical capability summary, up to three relevant previous contracts with references, and supporting organizational capability information. Suppliers without directly analogous contract experience may submit work samples or commercial benchmarking products as capability evidence. Only RFI respondents are eligible for participation in any future RFP; responding does not guarantee an invitation. Questions may be submitted in writing through August 10, 2026; answers will be published on SAM.gov.
