About this file
This is a Request for Information (RFI) issued by the United States Postal Service Office of Inspector General (USPS OIG) for market research purposes regarding potential future solicitation for white paper support on cultivating the Postal Service's digital channels. The RFI is planning-stage only and does not constitute a binding solicitation. However, the USPS OIG has indicated that only suppliers responding to this RFI may be eligible for participation in any future Request for Proposal (RFP), and responding does not guarantee an invitation to the subsequent competition. A Government-wide Acquisition Contract (GWAC) is not required for contract award.
The scope requires the supplier to analyze digital revenue trends, benchmark USPS digital channels against foreign postal operators and domestic competitors, identify opportunities to increase revenue through digital channels, and identify opportunities to improve user experience. The work focuses specifically on digital channels for the general public and small businesses, excluding commercial mailer and shipper platforms such as Postal Pro. Responses must be submitted via email to the Contracting Officer, Farzad Afrasiabi (fafrasiabi@uspsoig.gov) and contracts@uspsoig.gov no later than August 14, 2026 at 3:00 PM EDT. Responses are limited to 10 pages or less, formatted in Microsoft Word or PDF using Times New Roman 12-point font, and must include company profile information, technical capability summary, up to three relevant previous contracts with references, and any additional information supporting organizational capabilities. Questions may be submitted in writing to the Contracting Officer prior to August 10, 2026, with answers published on SAM.gov.

Request for Information
Cultivating the Postal Service’s Digital Channels: White Paper Support
UDisclaimer
This is a Request for Information (RFI) and planning ONLY and does not constitute a solicitation. A response to this RFI is necessary to assist the U.S. Postal Service Office of Inspector General (USPS OIG) in determining the potential levels of interest, adequate competition, and technical capability for a potential, but not certain, future solicitation. The OIG may issue a future request for proposal (RFP) only to those
Suppliers that respond to this RFI. Companies not responding to the RFI may be precluded from participating in any future competitions related to this requirement. Additionally, the USPS OIG reserves the right to conduct a limited competition based on the responses received from this RFI, and merely responding will not guarantee an invitation to participate in the potential future RFP. The Government is not responsible for any cost incurred by industry in furnishing this information.
UOrganizational Background
