About this file
This is a Questions and Answers (Q&A) document addressing clarifications on a USPS Office of Inspector General (OIG) solicitation for digital channel benchmarking and revenue analysis research.
The solicitation requires four primary tasks: (1) benchmarking USPS digital channels against foreign postal operators, (2) analyzing how different digital channels generate revenue, (3) conducting user experience reviews of USPS digital platforms, and (4) identifying new revenue streams and estimating potential revenue generation. Key clarifications include: the OIG will provide internally produced analysis of revenue from digital channels to support Task 4 estimates, though baseline revenue figures from Tasks 1-3 will not be furnished; suppliers without directly analogous contract experience may submit work samples or commercial benchmarking products as capability evidence; the solicitation is not set aside for small business; fully remote suppliers with virtual meetings are acceptable; the OIG will share relevant internal analysis outputs during performance to ground revenue estimates in actual data rather than public sources alone; suppliers should propose the foreign postal operator benchmark set for OIG concurrence; Task 3 user experience review must cover the Informed Delivery app, mobile web experience, desktop website, and USPS Mobile App; Task 4 revenue estimates should use order-of-magnitude ranges with stated assumptions rather than point estimates; and research notes need not follow RISC white paper editorial conventions. Rows 11-27 in the table are blank, indicating additional questions may be added.

Number Reference Question Answer
Tasks 1 and 2 state that the benchmarking "does not include a review of the revenue amounts, only the various ways digital channels generate revenue."
Task 4 then asks what new revenue streams USPS could consider "and what is the estimated revenue that could be generated from implementation."
First, what basis does the Government expect for those revenue estimates? Second, will the OIG furnish the baseline revenue figures developed under research questions 1 through 3? Both affect level of effort and would help offerors price the requirement on a common assumption. The OIG will only provide the Supplier with internally produced analysis of revenue from USPS digital channels.
For firms without directly analogous contract references, will the OIG accept substitute evidence of capability , for example, a work sample in the format of a Task 1/Task 2 research note, or analogous commercial benchmarking work products in assessing technical capability at the RFI stage and in any future limited competition? Yes
3 Does the OIG anticipate the future solicitation, if issued, will be set aside for small business? The OIG does not set aside opportunitues for Small Business.
The SOW notes meetings may be held virtually or in-person depending on Supplier location. Can the OIG confirm that a fully remote supplier, with all meetings held virtually, satisfies the requirement? Yes
For Task 4's revenue estimates, will the OIG share internal data developed under research questions 1-3 (usage and revenue trends) with the Supplier, or should estimates rely solely on public sources? See answer to Question #1.
For the foreign postal operator benchmark (Task 1), does the OIG have a preferred set or number of foreign posts, for example posts of comparable scale or with a universal service obligation, or should the Supplier propose the benchmark set for OIG concurrence at kickoff? Supplier should propose the benchmark set.
During performance, will the OIG share relevant outputs of its internal analysis of research questions 1 through 3 (channel usage, visit purposes, and digital revenue trends) with the Supplier, so that Task 4 revenue estimates can be grounded in actuals rather than public estimates alone? Yes
For the user experience review (Task 3), should coverage include the Informed Delivery app and the mobile web experience of usps.com, in addition to the desktop website and the USPS Mobile App? Yes
For Task 4 revenue estimates, does the OIG prefer order-of-magnitude ranges with stated assumptions, or point estimates tied to a single published model? The OIG prefers ranges rather than specific point estimates.
Should the four research notes follow the editorial conventions of prior RISC white papers (sourcing style, exhibit format), and if so, can the OIG identify one or two recent papers to treat as the format reference? Following RISC white paper conventions is not required.
