About this file

This is a Request for Information (RFI) issued by the Federal Motor Carrier Safety Administration (FMCSA) in collaboration with the U.S. Department of Transportation's Office of the Assistant Secretary for Research and Technology (OST-R) for an Advanced Transportation Analytics Platform Services. The RFI was issued on May 18, 2026, with responses due by June 8, 2026 at 5:00 PM EST. Responses should be submitted to Mark.Miller@dot.gov with a cc to Sabrina.Phillips@dot.gov. This is market research to assess the availability, capability, and competitiveness of qualified sources in the commercial Software-as-a-Service (SaaS) market. FMCSA is considering NAICS codes 541511, 541519, and 541990 for the proposed acquisition. The RFI explicitly states that responses are not offers, cannot form binding contracts, and the government will not reimburse respondents for submission costs.

FMCSA seeks to transition from periodic manual audits to continuous risk review, assessment, and validation of motor carrier operations by leveraging commercial and publicly available government data. Key strategic objectives include: macro analysis of national supply chains (weekly or monthly frequency) to identify unsafe and illicit activity hotspots; periodic validation of predictive risk indicators; predictive and prescriptive analytics tools with bi-directional open API architecture for real-time enforcement alerts; tools to identify insurance coverage gaps linked to load boards; business intelligence dashboards and dynamic reports for DOT leadership and risk-informed inspection scheduling; enhanced risk models incorporating social media indicators and foreign ownership/control disclosures; human systems integration tools supporting multiple input/output modalities; and optional capabilities for edge connectivity in degraded environments, feedback loop mechanisms for model retraining, and broker risk assessment. Responses must not exceed 10 pages (font size 12 or larger), excluding cover page and table of contents, and may include a video demonstration not exceeding 5 minutes. Required submission elements are: a cover page with company name, primary point of contact, small business status, and GWAC information; a capability statement demonstrating experience with at least two past projects aligned with Section 4.2 objectives; and a Data and IP Rights Disclosure Statement listing all commercial data sources, license types, and government reuse restrictions, which may be marked as trade secret information.

Section 1. Submittal Information

Issue Date: May 18, 2026

Due date for responses: June 8, 2026 no later than 5:00 PM EST

Submit responses to: Mark. Miller@dot.gov with a cc to Sabrina.Phillips@dot.gov.

Section 2. Introduction

The Federal Motor Carrier Safety Administration (FMCSA) is conducting market research to determine if sufficient interest and capability exist in the marketplace to support the subject procurement. This Request for Information (RFI) is being issued in collaboration with the U.S. Department of Transportation’s Office of the Assistant Secretary for Research and Technology (OST-R). This document serves as an invitation for potential offerors to express interest and demonstrate knowledge, skills, and capabilities relevant to this requirement. Additionally, this is an opportunity for potential offerors to provide feedback on the requirement.

This notice is NOT a request for proposals, but is instead an invitation for potential offerors to express interest and provide information regarding their relevant knowledge, skills and capabilities

Information gathered from this notice will be used for planning purposes, regarding: (1) the availability and capability of qualified sources to perform all or some of the work described below; and (2) the size classification of the available and capable sources relative to the North American Industry Classification (NAICS) code for the proposed acquisition. Although the NAICS code has not yet been finalized, the FMCSA is considering 541511, 541519 and 541990 as potential classifications for the proposed acquisition.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this Request for Information (RFI). Respondents are solely responsible for all expenses associated with responding to this RFI.

The Government is conducting market research to:

1. Determine the technical feasibility of the requirements as listed below;

2. Determine the commercial capabilities of potential offerors;

3. Determine the size and status of potential sources; and

4. Determine the level of competition in the SaaS market.

Section 3. Background

Federal Motor Carrier Safety Administration (FMCSA) is seeking to modernize its oversight capabilities of Motor Carrier business operations by transitioning from periodic, manual audits to a system of continuous risk review, assessment and validation.

By leveraging existing commercial data and publicly available government data, this approach aims to eliminate “chameleon carriers,” reduce identity theft, and ensure that the entities operating on U.S. highways are fully compliant and legitimate. FMCSA is seeking to better understand how real-time data fused from commercial and government data sources can better inform enforcement actions, carrier safety assessments, and fraud detection. The commercial tools, applications, and platforms identified through this RFI are intended to supplement existing FMCSA and DOT tools and applications, and not to replace them.

Section 4. Statement of Objectives and Performance Criteria

4.1 Introduction

The Federal Motor Carrier Safety Administration (FMCSA) and the Office of the Assistant Secretary for Research and Technology (OST-R) have a need to proactively monitor risks from unsafe and illicit vehicles, drivers, and carriers on American Highways and within American Supply Chains in near real time. The platform and associated integrated commercial data will help USDOT understand safety and economic trends relating to trucks, freight movement, and supply chains throughout the U.S. along key shipping lanes and as a whole nationally.

4.2 Strategic Objectives

(a) Macro analysis of the national supply chains on a recurring basis (weekly or monthly) that integrates commercial and public data to identify “hot spots” for unsafe and illicit activity along national freight corridors.

(b) Periodic validation of predictive indicators of risk from unsafe and illicit vehicles, drivers, and carriers on American Highways and within American Supply Chains.

(c) Predictive and prescriptive analytic tools on the commercially available platform to proactively identify unsafe and illicit vehicles, drivers, and carriers on American Highways and within American Supply Chains to provide state and local enforcement staff real time alerts using bi-directional open API data architecture.

(d) Predictive and prescriptive analytic tools on the commercially available platform to link to “load boards” to proactively identify gaps in required insurance coverage on vehicles, drivers, and carriers on American Highways and within American Supply Chains.

(e) Commercially available Business Intelligence tools such as dashboards and dynamic reports to provide US DOT Leadership the insights needed for long term planning and resource allocation to combat risks from cabotage, “chameleon carriers,” identity theft, and strategic cargo theft.

(f) Commercially available Business Intelligence tools such as dashboards and dynamic reports to develop risk informed inspection schedules for carriers that are linked to statistically defensible risk models.

(g) Enhanced risk models that leverage public or commercially available date to dynamically update carrier risk models based on social media indicators and changes to carrier discloses of foreign ownership, control, or influence (FOCI) to partner government agencies and for carriers that transport goods on behalf of the US Government of US Government Sponsored Enterprise.

(h) Enhancement of Human Systems Integration with commercially available device agnostic tools that can dynamically adapt to input (spoken, written, visual) and output medium (smartphone, tablet, laptop, projection) and provide actionable insights in real time.

(i) An optional bi-directional secure and adaptable edge connectivity, maintaining core platform functionality in degraded environments with limited connectivity to cloud resources.

(j) An optional capability for a feedback loop mechanism that allows field enforcement staff to validate alert accuracy, enabling the system’s predictive models to dynamically retrain based on real-world outcomes.

(k) An optional capability to proactively assess ‘Broker Risk’ assessment models in light of Montgomery v. Caribe Transport II, LLC, Et Al.
