About this opportunity
The United States Department of Agriculture Food and Nutrition Service seeks to procure investigative services to enhance integrity in the Supplemental Nutrition Assistance Program. The selected contractor must investigate retailers suspected of committing SNAP fraud, identify new methods for investigating potential fraudulent retailers, determine if other local stores are committing fraud, and work with state and local partners on fraud investigations as directed by the agency. Quotes will be evaluated based on technical capability, past performance, and price. Quotes are due by June 16, 2021.

Previous similar services were performed under contract number 12319820C0004 by CoventBridge, which expired on June 3, 2021. The base period of performance is one year with four one-year option periods. Labor categories and hourly rates must be proposed for the base period and each option year. Investigative services will include simultaneously conducting surveillance across multiple states to enhance integrity in the Supplemental Nutrition Assistance Program.

The United States Department of Agriculture (USDA), Food and Nutrition Service, (FNS), Office of Retailer Operations and Compliance (ROC) seeks a qualified Contractor to enhance Supplemental Nutrition Assistance Program (SNAP) integrity in the area of retailer investigations by providing personnel to:
- Investigate retailers whose stores have been identified and reviewed by FNS and are suspected to be committing SNAP fraud
- Suggest ways of identifying new methods of investigating possible fraudulent retailers
- While investigating the store FNS has assigned, determine what other stores in the neighborhood if any that might be committing fraud and relay the information to FNS
- Work with state and local partners in investigating SNAP fraud as directed by FNS
