About this opportunity

The United States Department of Agriculture Food and Nutrition Service seeks to award an indefinite delivery/indefinite quantity contract to provide undercover investigation services to enhance integrity in the Supplemental Nutrition Assistance Program retailer network. Licensed investigators will be required to conduct investigations of retailers suspected of fraud in all 50 states and territories, identify additional potentially fraudulent stores, and submit daily and monthly reports on investigation activities and results. Performance will be evaluated quarterly based on metrics including sanctionable investigation rates. Interested parties must respond by March 22, 2021 to assist in requirements development.

The United States Department of Agriculture (USDA), Food and Nutrition Service, (FNS), Office of Retailer Operations and Compliance (ROC) seeks a qualified Contractor to enhance Supplemental Nutrition Assistance Program (SNAP) integrity in the area of retailer investigations by providing personnel to:

  1. Investigate retailers whose stores have been identified and reviewed by FNS and are suspected to be committing SNAP fraud   
  2. Suggest ways of identifying new methods of investigating possible fraudulent retailers
  3. While investigating the store FNS has assigned, determine what other stores in the neighborhood if any that might be committing fraud and relay the information to FNS
  4. Work with state and local partners in investigating SNAP fraud as directed by FNS
