About this opportunity

The U.S. Army Corps of Engineers, New England District, seeks demolition of an existing restroom building and installation of a new precast concrete restroom facility at Lake Siog, East Brimfield Lake, Holland, Massachusetts, with proposals due June 26, 2026. This procurement is set-aside for total small business (NAICS 238190, Small Business Size Standard $19 million).

Work includes disconnection of utilities from the existing restroom, demolition, site preparation, installation of one precast concrete restroom building with final utility connections, and optional concrete or gravel walkway construction. The estimated cost range is $100,000 to $250,000. Performance period is 330 calendar days after Notice to Proceed. The precast concrete building must include two single-user ADA-compliant restrooms, a 200-amp electrical panel, water-saver flush toilets, LED lighting with occupancy sensors, and specified exterior and interior finishes; the building shall be placed on a gravel pad.

Contractor must furnish all labor, materials, equipment, utilities, and connections. The scope includes asbestos and lead abatement compliance. An asbestos pre-demolition survey identified chrysotile caulking at the foundation (72 linear feet, 2 percent concentration, intact condition) requiring licensed abatement prior to demolition. Remaining waste piping within the building footprint is cast iron; contractors tie into the new PVC waste pipe line beyond the frost wall. Compliance is required with USACE Safety and Occupational Health Requirements (EM 385-1-1), OSHA standards, Massachusetts environmental regulations, and prevailing wage requirements (wage determination MA20260010).

Bonding requirements: contracts at or above $150,000 require both Performance and Payment Bonds at 100% of contract price; contracts between $35,000 and $150,000 require Payment Bond or Irrevocable Letter of Credit at 100%. All vendors must maintain active SAM.gov registration with UEI and CAGE code at submission. Evaluation criteria are technical capability, price, and past performance. The Government intends to award without discussions but reserves the right to conduct discussions and quote verification. Contact: Jennifer M. Samela, 978-318-8324, Jennifer.M.Samela@usace.army.mil.
