About this opportunity
The Uniformed Services University of the Health Sciences seeks furnishing, master keying, delivery, and installation of a standardized Corbin Russwin ACS 6-Pin Large Format Interchangeable Core (LFIC) keyway system, with proposals due August 31 at 9:00 AM EDT and questions due August 20 at 9:00 AM EDT. Amendment 0002, effective August 21, extended the deadline from August 27 and revised part numbers ED000 to ED5000 and 1580 to 1680 in the Statement of Work. This is a total small business set-aside under NAICS 561622 (Locksmiths), brand-name-only to Corbin Russwin, issued as a simplified acquisition under FAR Parts 12 and 13.
Place of performance is Bethesda, Maryland, encompassing the Uniformed Services University and the Armed Forces Radiobiology Research Institute (AFRRI). The project scope includes installation of approximately 623 components across 520 line items: 18 padlocks, 6 passage function leversets, 24 storeroom function leversets, 132 entrance function leversets, 5 entrance mortise locksets, 26 rim core housings, 7 deadbolts, 5 rim-mount exit devices, 4 combination locks, 162 mortise housing retrofits in various cam configurations (A01, A02, A05, A06, A07, A62), 30 unkeyed cores, and 100 key blanks. All hardware shall finish in Brushed Chrome (US26D/626) or Satin Stainless Steel (US32D/630). Contractor technicians require a minimum T1 security investigation for unescorted access; escort is mandatory in restricted spaces (RSD, NOC, SEC).
Award is best value, weighing vendor quality control and technical solution, past performance within three years, and price reasonableness. Offerors may propose their own period of performance; government considers this as a price tradeoff factor. Quotes must remain valid for 30 days minimum and include all material and labor costs with F.O.B. destination delivery. Vendors must be active and registered in SAM.gov. Service Contract Act prevailing wage rates apply; wage determination No. 2015-4269 (Revision 33, effective July 30, 2026) covers Frederick and Montgomery counties, Maryland.
