About this file

This is a Justification and Approval document for a brand-name, single-source contract award under FAR Part 13 (Simplified Acquisition Procedures).

The Uniformed Services University of the Health Sciences (USUHS), Acquisitions Directorate, seeks to award a firm fixed-price contract to furnish, master key, deliver, and install a standardized Corbin Russwin Access 3 Security (ACS) 6-Pin Large Format Interchangeable Core (LFIC) keyway system across target facilities at USUHS and the Armed Forces Radiobiology Research Institute (AFRRI) in Bethesda, Maryland. The contract does not exceed the Simplified Acquisition Threshold (SAT) and is therefore not subject to GPE publication requirements under FAR 5.101(a)(1). Market research indicates multiple small businesses can provide this requirement at fair and reasonable prices; therefore, the procurement will be registered as a total small business set-aside for commercial items using simplified acquisition procedures under IAW FAR Parts 12 and 13. The contracting officer will determine price fair and reasonableness based on competitive quotes. No other sources expressed written interest in the acquisition. The justification notes that future upgrades to the existing system will likely be limited to the Corbin Russwin ACS 6-Pin LFIC keyway system unless USUHS entirely replaces its key system, and emphasizes the standardization requirement minimizes administrative burden and lowers total lifecycle costs while maintaining compatibility with existing infrastructure.
