About this file
This is a Request for Quote (RFQ) issued by the Uniformed Services University of the Health Sciences (USU) Acquisitions Directorate for a Restricted Keyway System Upgrade & Lock Hardware Standardization project. The solicitation number is HU000126QE033, issued on 14 August 2026, under PSC J053 (Maintenance, Repair, and Rebuilding of Equipment—Hardware and Abrasives). The primary contacts are Ryan Jeffers, Contract Specialist (ryan.jeffers@usuhs.edu), and Christopher White, Contracting Officer (Christopher.white@usuhs.edu), located at 4301 Jones Bridge Road, Bethesda, MD 20814.
The requirement involves upgrading USU's existing Corbin Russwin ACS 6-Pin restricted master key system with factory-keyed lock hardware and cores. Key deliverables include a total of 40 Corbin Russwin CR1580 626 CL6 ACS mortise housings with A02 cams—consisting of separate quantities of 8 and 32 units—all factory master-keyed and stamped to the new master key system. Keying and stamping may be performed by an authorized Corbin Russwin distributor rather than directly by Corbin Russwin. The Government will provide full system authorization information, key-system identification, master-keying data, and bitting requirements following contract award. Materials may be delivered, inspected, accepted, and invoiced separately from onsite installation work. Contractor technicians require a minimum T1 security investigation for unescorted access, with escort requirements in secured spaces (RSD, NOC, and SEC). Offerors may propose their own period of performance based on material lead time and onsite installation duration, with the Government considering period of performance as a price tradeoff factor. This is designated as a small business set-aside.

Questions and Answers:
1. Corbin Russwin ACS Restricted Keyway Authorization: Please clarify what documentation or authorization will be required for the successful contractor and/or its authorized Corbin Russwin distributor to order factory-keyed products for USU’s existing Corbin Russwin ACS 6-Pin restricted master key system.
Once the contract is awarded an Authorized user will submit a request granting the vendor temporary access to procure the equipment and material they need.
2. Existing Key-System Information: Will the Government provide the successful contractor and/or its authorized Corbin Russwin distributor with the necessary system authorization, key-system identification, master-keying information, bitting requirements, stamping requirements, and other information necessary to place the factory order following award?
Yes. We will provide a full breakdown of information for each door.
3. Factory Keying and Stamping: The SOW requires cores to be factory master-keyed and keys/cores to be factory stamped. Please confirm whether this work must be performed directly by Corbin Russwin at the factory or whether factory-authorized keying and stamping performed through an authorized Corbin Russwin distributor is acceptable.
Keying and stamping by an authorized Corbin Russwin distributor is acceptable.
4. CR1580 A02 Cam Quantities: The material schedule contains two separate entries for Corbin Russwin CR1580 626 CL6 ACS mortise housings with A02 cams: one quantity of eight (8) and another quantity of thirty-two (32). Please confirm that both quantities are required, for a total of forty (40) A02 cam housings. Additionally, please confirm whether the quantity of eight (8) is also to be furnished with cores keyed to the new master key system.
That is correct. A total of 40 A02 cam housings and cores keyed to the master system is required.
5. Material Delivery and Invoicing: May the material portion of the contract be delivered, inspected, mailto:ryan.jeffers@usuhs.edu mailto:Christopher.white@usuhs.edu accepted, and invoiced separately from the onsite installation portion of the work, or will invoicing occur only after completion and acceptance of the entire project?
Yes, offerors may propose acceptance and payment of materials prior to on-site work and completion since this is a small business set-aside and a standard commercial practice.
6. Technician Access and Security Requirements: Please identify any background investigation, security clearance, facility badging, visitor-access, escort, citizenship, or other personnel security requirements that will apply to contractor technicians performing work at USU and AFRRI.
Security clearance requirements – A minimum security requirement of a T1 investigation for unescorted access privileges. Members will be escorted in secured spaces such as RSD, NOC and
SEC.
7. Required Completion Date / Period of Performance: The SOW requests that the contractor provide its proposed material lead time and estimated onsite installation duration. Please confirm whether the Government has a required final completion date or maximum period of performance that offerors must meet.
Offerors may quote the necessary period of performance (PoP) to satisfactorily complete contract requirements. The Government may consider PoP as a price tradeoff for excessively long PoPs or advantageous PoPs.
