About this file
This is a Statement of Work (SOW) for a Restricted Keyway System Upgrade and Lock Hardware Standardization project at the Uniformed Services University (USU) and the Armed Forces Radiobiology Research Institute (AFRRI) in Bethesda, Maryland.
The project objective is to furnish, master key, deliver, and install a standardized Corbin Russwin ACS 6-Pin Large Format Interchangeable Core (LFIC) keyway system to upgrade AFRRI's antiquated locking architecture and integrate it with USU's standardized keying system to achieve compliance with Department of Defense physical access control standards. The contractor shall provide all management, tools, equipment, materials, delivery, licensed locksmith labor, and custom factory keying for complete turnkey installation. Technical deliverables include factory master keying of all cores per end-user specifications, one official paper copy of the Master Key Bitting Chart, and factory stamping of all cores and keys per specifications.
The materials and equipment schedule comprises 520 line items totaling approximately 623 individual components, including 18 padlocks, 6 passage function leversets, 24 storeroom function leversets, 132 entrance function leversets, 5 entrance function mortise locksets, 26 rim core housings, 7 single-cylinder deadbolts, 5 rim-mount exit devices with trims, 4 combination leversets, 162 mortise housings in various cam configurations, 30 unkeyed interchangeable cores, and 100 key blanks. The physical technical labor scope encompasses mechanical lockset assembly installation, cylinder and housing retrofits on 162 existing mortise locks, exit device installation, standalone electronic lock assembly replacement on 4 doors, and padlock integration. All exposed hardware shall be finished in Brushed Chrome (US26D/626) or Satin Stainless Steel (US32D/630). The contractor must provide material delivery timing and estimated onsite installation time following 100% material delivery, with technicians working during normal weekday business hours. Statement of Work (SOW) Restricted Keyway System Upgrade & Lock Hardware Standardization
1.0 Executive Purpose & Background
1.1 Project Objective
The objective of this procurement is to furnish, master key, deliver, and install a standardized Corbin Russwin ACS 6-Pin Large Format Interchangeable Core (LFIC) keyway system across target facilities at the Uniformed Services University (USU) and the Armed Forces Radiobiology Research Institute (AFRRI) in Bethesda, MD.
1.2 Operational & Regulatory Background
Currently, the Armed Forces Radiobiology Research Institute (AFRRI) operates on an isolated locking architecture that is entirely separate from the primary USU keying system. AFRRI’s legacy keyway system is severely antiquated, outdated, and fails to comply with Department of Defense (DoD) physical access control standards and physical security regulatory guidelines.
This project upgrades and integrates AFRRI’s locking hardware into USU’s standardized Corbin Russwin ACS 6-pin restricted master key system, establishing a unified physical access security posture across the campus.
2.0 Scope of Requirements & Tasks
The contractor shall provide all management, tools, equipment, materials, delivery, licensed locksmith labor, and custom factory keying required to complete the turnkey installation.
2.1 Technical Deliverables
