About this opportunity
Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF), under the Department of the Navy Naval Sea Systems Command, is conducting market research via sources sought notice to identify contractors qualified to perform maintenance, calibration, and repair services on twenty-six OHD Quantifit2 Respirator Test Fit machine units, with responses due by August 3, 2026. This is a market research vehicle only and does not constitute a solicitation or obligation to award.
Work is performed at PHNSY & IMF in Hawaii. The contractor must be an OEM-trained, certified technician (not a subcontractor) and a U.S. citizen or national per Department of Defense requirements. Annual preventive maintenance includes disassembly, cleaning, component inspection and replacement (scattering chambers, sampling systems, electrical connections, pumps, pistons, tubing, ports, and gaskets), firmware updates, and leak checks. All replaced parts must be new, not refurbished. The contractor must calibrate to National Institute of Standards and Technology (NIST) standards, provide service reports detailing work performed and parts replaced, return calibrated units within four days of receipt, and furnish NIST calibration certificates for each unit. Remedial repairs require prior written cost estimates submitted to the Contracting Officer Representative for approval before work begins. Equipment falling out of calibration during the certificate period must be re-calibrated and re-certified at no additional government cost; the contractor bears all return shipping costs. The contractor must establish a project manager with full authority and a single point of contact with the government, develop and maintain a Quality Control Plan, and achieve 100% compliance for preventive maintenance and calibration certificates and 90% compliance for timely equipment return.
The tentative performance period runs August 31, 2026 through August 30, 2031 (base year plus four optional years). NAICS 811210; PSC J066. This notice seeks information from small businesses including SDBs, HUBZone firms, 8(a) certified entities, Service-Disabled Veteran-Owned Small Businesses, and Woman-Owned Small Businesses.
