Performance Work Statement for OHD Respirator Unit Calibration and Maintenance
This Performance Work Statement (PWS) describes maintenance, calibration, and repair services for twenty-six (26) OHD Quantifit2 Respirator Test Fit machine units at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF). The contract period runs from Base Year 2026–2027 with four optional years extending through 2030–2031. The contractor must provide annual preventive maintenance, remedial repairs, calibration to National Institute of Standards and Technology (NIST) standards, and comprehensive reporting. Preventive maintenance includes disassembly and cleaning of units, inspection and replacement of components (scattering chambers, sampling systems, electrical connections, pumps, pistons, tubing, ports, and gaskets), firmware updates, and leak checks. All parts replaced during preventive maintenance are included at no additional cost to the government and must be new, not refurbished. The contractor must return serviced units within four (4) days of receipt and provide service reports detailing work performed and parts replaced, along with NIST calibration certificates for each unit.
Remedial repairs identified during preventive maintenance require prior written cost estimates (hours, labor, materials, and total cost) submitted to the Contracting Officer Representative (COR) for approval by the Contracting Officer (KO) before work commences. Equipment that falls out of calibration during the certificate period must be re-calibrated and re-certified at no additional government cost. The contractor is responsible for all shipping costs to return re-calibrated equipment. The contractor must be an authorized OEM-trained, certified technician (not a sub-contractor) restricted to U.S. citizens and nationals per Department of Defense requirements. The contractor must establish a project manager with full authority to represent them, maintain a single point of contact with the government COR, develop and maintain a Quality Control Plan, and ensure all services comply with the PWS requirements and OEM guidelines. Service delivery performance requires 100% compliance for preventive maintenance and calibration certificates and 90% compliance for timely return of serviced equipment.
