About this opportunity

The Defense Advanced Research Projects Agency seeks to develop a Resilient Supply-Demand Networks program through multiple awards to provide situational awareness and stress testing of supply chains for pharmaceuticals, military metals, and food. Proposals are due by April 25, 2022 and must detail technical approaches, risks, costs by phase and year, and address data integration, analytical tools, and stress testing simulations to be conducted over four years. The program is structured in three technical areas over four years, with the first two technical areas comprising data integration and analytical tools, and the third area involving stress testing simulations.

There is no set-aside designation for this opportunity, which is expected to involve NAICS codes 541715 and PSC codes R425 and R425. Multiple awards are anticipated for each technical area under the program, which aims to develop capabilities to assess systemic fragilities in procurement networks and identify strategies to address risks before disruptions occur over 48 months.

Notice text

By providing situational awareness and stress testing, RSDN will enable DoD and commercial partners to appropriately address systemic risk in procurement and acquisition and to identify and mitigate systemic fragilities before they cause disruptions. The RSDN program will achieve these capabilities by developing a data integration platform and analytical toolkit for supply-and-demand networks. RSDN will use data on supplies of pharmaceuticals, military metals, and military food to implement these novel capabilities in realistic environments and to facilitate transition to operational partners. RSDN’s capstone will be a stress-testing framework, to check for strategic vulnerabilities and explore possible mitigations.
