The Resilient Open & Agile Avionics System & Technology Development (ROAASTD) program will be used to address the three main research areas of the Resilient and Agile Avionics Branch: Digital Engineering, Open Standards and Cyber Survivability as applied to Air Force platform systems and technologies.
AFFARS 5352.204-9000 applies. See Continuation Sheet.
12. PUBLIC RELEASE. 13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any documents/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.)

a. AFRL/RYWA, 2241 Avionics Circle, WPAFB OH 45433 for non-SAR related material. Transmission of public release request via e-mail is not authorized.
b. Information requiring AF or DoD-level review will be forwarded by the entry-level public affairs office thru the MAJCOMM/DRU Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690.
The National Industrial Security Program Operating Manual (NISPOM), February 2006 applies.
a. Ref Blk 10a: COMSEC is required. Access to COMSEC information is authorized to the prime contractor only. Further release requires prior approval from the owner of the COMSEC information.
b. Ref Blk 10e (2): Contractor will require access to intelligence information and must comply with directions provided by the Contracting Officer's Representative (COR). The Program Manager has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor's obligation to protect the information. The COR will identify what intelligence information is required for the contractor to satisfy the contract and will submit that information to the servicing Senior Intelligence Officer, AFRL/RYOY for approval prior to granting access.
c. Ref Blk 10g: Access to Secret Internet Protocol Router Network (SIPRNET) is authorized. SIPRNET users shall receive the North Atlantic Treaty Organization (NATO) Security Awareness Briefing and sign an acknowledgment prior to SIPRNET access. A formal NATO briefing is required when
1) the SIPRNET enclave or classified networks is approved for NATO and no additional security measures are in place to preclude access or 2) Access to NATO information is authorized. Formal NATO briefings shall be accomplished the IAW the NISPOM, Para 10-706.
d. Ref Blk 10j: See DoDM 5200.01, Volume 4, DoD Information Security Program: Controlled Unclassified Information (CUI). Enclosures 3 & 4 and DoD 5400.7-R/Air Force Manual 33-302, DoD Freedom of Information Act (FOIA) Program, and AFI 16-1404, Air Force Information Security Program, for requirements.
e. Ref Blk 11c: Any classified information generated in the performance of this contract shall require the contractor to apply derivative classification and markings consistent with the source material. Partial performance as an access-only visitor in support of AFRL/RY will occur in Bldg 620, Area B, Wright-Patterson AFB, OH.
f. Ref Blk 11g: NOTE: Intelligence material is not releasable to DTIC.
