About this opportunity

The Naval Research Laboratory (NRL) is seeking a contractor to provide scientific, technical, and engineering research and development services for its Remote Sensing Division through solicitation N00173-25-R-0004. The procurement will support advanced research in remote sensing systems, including ground-based, space-based, air-based, and surface/subsurface sensor development across multiple scientific domains such as atmospheric, oceanic, land surface, and space sensing. Key contract requirements include providing multi-disciplinary scientific expertise, supporting concept design, conducting feasibility studies, assembling and testing equipment, calibrating systems, and developing data analysis algorithms. Technical evaluation will prioritize Technical Capability as the most important factor, followed by Past Performance, Small Business Participation, and Cost considerations. Potential offerors must submit electronic proposals via DoDSAFE by April 1, 2025, with key personnel required to have U.S. citizenship and SECRET clearance at proposal submission.

This is a total small business set-aside procurement for a cost-plus-fixed-fee (CPFF) contract with Computational Physics, Inc. identified as the current incumbent contractor. The contract will have a five-year period of performance with a total level of effort of 129,125 hours, distributed across base and option years, with primary performance locations at NRL in Washington, DC and the Navy Precision Optical Interferometer in Flagstaff, AZ. While specific total contract value is not explicitly stated, the solicitation includes provisions for Other Direct Costs of $1,060,150 for each contract line item. The procurement will require personnel across multiple scientific and technical roles, including Research Scientists, Scientific Programmers, IT Professionals, and various engineering positions, all of whom must be U.S. citizens capable of obtaining and maintaining security clearances. Contractors will be expected to support complex research initiatives in areas like spectral imaging, passive sensing technologies, synthetic aperture radar, astronomy, and artificial intelligence applications in remote sensing.

The Remote Sensing Division, NRL Code 7200, has an active program of research in the remote sensing, modeling, and scientific analysis of the Earth’s atmosphere, oceans, land surfaces, and of space (astronomy and space domain awareness). The Division designs, tests, and operates ground-based, space-based, air-based, and surface and subsurface sensors, and develops new remote sensing capabilities and methods of analyzing data. Current projects include: spectral imaging for the remote sensing of coastal water and of land surfaces; passive polarimetric microwave sensing of the ocean surface (WindSat, APMIR, and follow-on sensors); passive near ultraviolet (NUV), visible and near infrared (VIS/NIR) and passive microwave/millimeter-wave sensing of the atmosphere; synthetic aperture radar (SAR); bistatic radar and reflectometry; radio, IR and optical astronomy and space domain awareness (NPOI, VLITE, and DLITE); remote sensing and modeling of Earth’s ionosphere, magnetosphere, and the solar corona; passive sensing of direct and diffuse near-surface sunlight; laboratory and field studies of hydrosols, aerosols, foam and bubbles; underwater and through water/air interface imaging; autonomous ground, underwater, surface and airborne platforms; and artificial intelligence and machine learning applications to remote sensing. The Division performs modeling, field and laboratory experiments, calibrates and validates sensors, carries out feasibility studies, designs instruments, experiments and algorithms, and performs simulations and scientific analyses. The Contractor shall provide on/off-site multi-disciplinary scientific, technical and engineering services to support these activities. This may include extended detailing to national facilities operating Government developed remote sensing systems operating in parallel to normal operations.
NRL has a requirement for scientific and engineering R&D services to support the development and applications of new and existing techniques for remote sensing (including astronomy). Tasks may include: supporting concept design and feasibility studies; assembly and testing of components or equipment, laboratory, infield or inflight (inair or inspace) calibration, validation and operation of deployed systems, analysis of engineering and scientific data; and the development and use of algorithms for analyzing the data. The Contractor shall provide on/off-site multi-disciplinary scientific and engineering expertise to support these activities.
The primary place of performance of this contract shall be the Naval Research Laboratory (NRL), Washington DC and the Navy Precision Optical Interferometer, Flagstaff, AZ. The period of performance will be five (5) years. NRL intends to award a CPFF contract.
