About this file
This is a Questions and Answers document for solicitation N00173-25-R-0004, which clarifies three key points about the Naval Research Laboratory's procurement for Research & Development services in support of Remote Sensing Systems. The document confirms that offerors must submit proposals addressing the entire statement of work, though subcontracting is permitted within small business set-aside requirements. It identifies this as a follow-on contract to N00173-20-C-2013, currently held by Computational Physics, Inc. The document also indicates that no list of interested parties from the RFI phase is available.
The related contract opportunity is a small business set-aside CPFF contract with a 5-year period of performance, primarily performed at NRL Washington DC and the Navy Precision Optical Interferometer in Flagstaff, AZ. The work involves scientific and engineering R&D services supporting remote sensing systems, including design, testing, and operation of various sensing platforms (ground, space, air, surface, and subsurface), development of new capabilities, and data analysis. Key focus areas include spectral imaging, passive sensing technologies, synthetic aperture radar, astronomy, space domain awareness, and artificial intelligence applications in remote sensing.

Attachment 9 - Questions and Answers 1 For solicitation N00173-25-R-0004
1. The solicitation is quite comprehensive with very specific, individual tasks. Is the Government's expectation that vendors submit a solution for the entirety of the solicitation, or can industry submit proposals for specific tasks?
Answer: Offerors are required to submit a proposal that addresses the entirety of the statement of work. The prime contractor however is not required to complete all taskings itself, but is allowed to subcontract a portion of the work consistent with this effort being a small business set-aside and in accordance with FAR 52.219-6, and 52.219-8.
2. Is this a new requirement, or a follow-on to an existing contract? If it is a follow-on, can you provide me with the current contract number and name of the incumbent contractor?
Answer: This is a follow-on to NRL contract N00173-20-C-2013, awarded to Computational Physics, Inc.
3. Is there a list of interested parties (e.g., respondents to the RFI) that you could share to help us evaluate teaming options?
Answer: No interested parties are listed on the Sam.gov RFI posting for this requirement.
