1. Is it mandatory for all team members assigned to sensitive tasks to possess TS/SCI clearance, or are there exceptions for certain roles?

Answer: Refer to RFP Attachment 2 – Personnel Qualifications. “In addition, all proposed key personnel must be U.S. Citizens and must possess at least SECRET clearance at the time of proposal submission. Non-key personnel- Must be U.S. citizens and able to obtain and maintain a clearance permitting access to information classified SECRET or higher.”

2. Given that our company is a U.S.-based LLC but includes foreign collaborators, are there any restrictions or special considerations regarding TS/SCI clearance for participation in this solicitation?

Answer: Refer to the answer above, as well as the DD254.

3. Could you provide any guidance or recommended procedures to ensure compliance with the TS/SCI requirements within the scope of this solicitation?

Answer: Follow the directions of the RFP, DD254, and any pertinent security clauses.

4. In section L-2 subsection (1) - Proposal Organization table, the contract information volume is identified as volume VI. In section L-8 it is identified as Volume IV. Which volume is supposed to contain the contract information?

Answer: V, the RFP will be corrected.

5. In section L-2 subsection (1) - Proposal Organization table, the cost proposal volume is identified as volume V. In section L-7 it is identified as Volume IV. Which volume is supposed to contain the cost proposal?

Answer: IV, the RFP will be corrected.

6. In section L-2 subsection (5), Offerors are asked to place documents into folders. It is unclear as to why this instruction is included as the delivery instructions in section L-1 indicate that the Government may not be able to receive other types of electronic files (e.g., .zip files), which would be the only way to maintain said file structure as a part of the delivery.

Answer: Electronic files should be submitted as orderly as possible, utilizing folders when possible.

7. In section L-4 subsection (4), a Draft Contractor's Management Plan is described as being a part of Volume II - Past Performance Information, but is not mentioned in the Volume Organization in L-4 (1). Can we assume that a Draft Contractor's Management Plan is not required as part of Volume II - Past Performance Information?

Answer: This language was moved up to Section L-3, and shall be submitted under the Technical Volume.

8. Section L-4 Volume II – Past Performance states that “Offeror's shall provide NRL Past Performance Questionnaires and/or CPARs reports with their proposal (attached to the RFP) for no more than five relevant efforts within the last five (5) fiscal years as of the date of this solicitation release.” Are there any restrictions in regards to how many past performance references can be submitted by the Prime, vs subcontractors ? i.e. Do a certain number of past performance reference need to be from the prime vs sub ? If so, what is that breakdown ?

Answer: Past performance questionnaires are generally submitted only for the Prime contractors, however should an Offeror have a substantial contractor(s) that they wish to submit past performance information on, they may do so.

9. May offerors site recently awarded contracts, with less than one year performance, for the past performance volume and Past Performance Questionnaire?

Answer: Yes, if the Offeror can provide either a past performance questionnaire and/or CPARs data.

10. Is this contract currently fully staffed?

Answer: The current effort is anticipated to expend the full level-of-effort.

11. The cost spreadsheet does not contain hours for each labor category. In the interest of fairness, could you please provide this information.

Answer: Offerors are to propose in accordance with the level-of-effort listed in L-12.
