ATTACHMENT 1

PERSONNEL QUALIFICATIONS

The following paragraphs set forth the minimum and target personnel requirements to perform the tasks set forth in the Statement of Work. The contractor shall be capable of providing the personnel according to the level-of-effort requirements in the following labor categories and with the experience indicated.

Definitions:

· Key personnel shall be identified by the Offeror as named and specific personnel available and capable to work this contract at time of award (day one) to build a smooth transition based on a technically sound foundation. The key personnel specified below are considered to be essential to the work being performed under this contract.

· Key personnel shall possess all the educational and experience qualifications expressed for their positions. In addition, all proposed key personnel must be U.S. Citizens and must possess at least SECRET clearance at the time of proposal submission.

· Non-key personnel- Must be U.S. citizens and able to obtain and maintain a clearance permitting access to information classified SECRET or higher.

· Education and experience - For both Key Personnel and non-key personnel, relevant experience, while or prior to satisfying any educational requirement, counts toward experience.

Key Personnel Research Scientists – Level III (Key) Education Requirements: Possesses an M.S. or above in a Physical Science, Engineering, Mathematics, or equivalent degree in related field.

Experience Requirements: (1) at least five (5) years of experience in calibration, validation and operation of spaceborne passive microwave (PMW) sensors, particularly for Space-Based Environmental Monitoring; (2) experience developing and validating algorithms to estimate geophysical quantities from PMW measurements, quantities of particular interest include Ocean Surface Vector Winds, Sea Ice Concentration and Age, Soil Moisture; (3) experience with some combination of FORTRAN, C, C++, MATLAB, Python, and IDL programming languages; (4) experience with the handling and processing of large data sets.

Desired Experience: It is also preffered that the individual has: (a) experience with antenna beam corrections and with the use of fully-polarimetric PMW data; (b) experience with modeling of ocean surface and radiative transfer of atmosphere at microwave frequencies; (c) experience with radio frequency interference (RFI) detection tests for PMW measurements over ocean and land.

Research Scientist – Level IV (Key) Education Requirements: Possesses a PhD in a Physical Sciences, Engineering, Mathematics, or equivalent degree in related field.

Experience Requirements: This individual shall have: (1) at least five (5) years of experience in the field of optical, infrared or radio interferometry and familiarity with astronomy, Space Domain Awareness, or ionospheric remote sensing; (2) experience with optics, optical detectors and lasers, designing and performing experiments to test and improve the capabilities of current instruments; (3) experience with MATLAB and, preferably, also experience with some combination of FORTRAN, C, C++, Python, and IDL programming languages.

Desired Experience: It is also preferred that any individual proposed for efforts involving astronomy tasks have experience in correcting astronomical data for natural and man-made terrestrial artifacts, as well as experience setting up and testing hardware.

Scientific Programmer (Key) Education Requirements: B.S. degree in Physical Sciences, Physics, Mathematics, Computer Science or Engineering.

Experience Requirements: Five (5) years of experience writing software for the calibration, analysis, and processing of remote sensing data. Individual in a Scientific Programmer position shall be fluent in FORTRAN, C, C++, MATLAB, Python, and IDL programming languages. Knowledge of SQL for data management and programming of FPGA or GPUs is desirable.

IT Professional (Key) Education Requirements: B.S. degree in Computer Sciences or Engineering, Information Technologies, Electrical Engineering, Physical Sciences, Mathematics, or the equivalent.

Experience Requirements: Shall have at least five (5) years of demonstrated experience managing computer systems and IT infrastructure security with Navy requirements and proper accreditation. Demonstrated experience with the Linux operating system is required. The IT professionals must be able to obtain and maintain certifications (Security+ or equivalent) for access to Navy network and infrastructure.

Non-Key Personnel IT Professional Target Education: B.S. degree in Computer Sciences or Engineering, Information Technologies, Electrical Engineering, Physical Sciences, Mathematics, or the equivalent.

Target Experience: Five (5) years of demonstrated experience managing computer systems and IT infrastructure security with Navy requirements and proper accreditation. Demonstrated experience with the Linux operating system is required. The IT professionals must be able to obtain and maintain certifications (Security+ or equivalent) for access to Navy network and infrastructure.

Observers Target Education: B.S. degree in Astronomy, Physical Sciences, Physics, Engineering, Mathematics or equivalent.

Target Experience: Experience with the operation of telescopes and instrumentation, related electronics and computer systems and programs. Experience with the manipulation and alignment of precision optics. Experience with some combination of C, C++, MATLAB, Python, and IDL programming languages, as well as experience using a Linux and Windows operating systems and software. These positions is for nightly work and will be located in Flagstaff, AZ.

Facilities Manager Target Education: Possesses an Associates Degree in Electronics, Electrical Engineering, Mechanics or Mechanical Engineering.

Target Experience: Five (5) years of experience in managing and performing the upkeeping of large research infrastructures. Experience in operating vacuum pumps, managing, assembling and testing of electrical and optical circuits and assemblies; assembly of housings and instrumentation boxes. Will support testing and deployment of instrumentation. This position will be located in Flagstaff, AZ.

Program Manager Target Education & Experience: Possesses (a) a B.S. degree in Physical Science, Engineering, Mathematics or an equivalent discipline, and (b) five (5) years experience in managing scientific, engineering, computing and technical personnel working on R&D projects.

Research Scientist – Level II Target Education: Possesses an M.S. or above in a Physical Science, Engineering, Mathematics, or equivalent degree in related field.

Target Experience: Experience with some combination of FORTRAN, C, C++, MATLAB, Python, IDL programming languages and database management. At least five (5) years of experience. Expertise in Machine Learning and related fields of Artificial Intelligence, Data Mining, Optimization, Generalization, and Statistics. These skills shall be applicable to analysis and exploitation of large databases including astrophysical ones. Specialized areas of expertise may include supervised, unsupervised, semi-supervised, and reinforcement learning as well as modeling development and training.

Research Scientist – Level I Target Education: Possesses an M.S. or above above in a Physical Science, Engineering, Mathematics, or equivalent degree in related field.

Target Experience: Experience with some combination of FORTRAN, C, C++, MATLAB, Python, and IDL programming languages. Any individual proposed in a Research Scientist-1 position should have some combination of (1) experience in radiative transfer, electromagnetic scattering, transmission, absorption and emission, especially experience in modeling or characterizing the interactions of electromagnetic radiation with atmospheric, geophysical, and man-made features such as smoke plumes, buildings, vegetation, water, and weather; (2) at least five (5) years of experience in modeling or measuring the atmospheric, marine, or astronomical processes that are relevant to the NRL project being supported; (3) experience with the conceptual design, hardware design, modeling, testing, and operation of systems and components for remote sensing.

Optical Engineer Education Requirements: Possess a B.Sc. or above in Optical Engineering, Electrical Engineering, Physical Sciences, Mathematics, or equivalent degree in related field.

Target Experience: Five (5) years of demonstrated experience desired in specifying, designing (Zemax, CodeV, Lumerical, FRED, Virtual Labs, etc.), developing, testing and documenting space borne, airborne and ground-based optical components and systems, especially optical (i.e., Infrared, Visible, Ultraviolet) detectors and sensor design including active and passive systems, development, and test. Should be familiar with the design, modeling, fabrication and testing of novel optical elements such as flat optics and adaptive/active elements.

Electronics Engineer Education Requirements: Possess a B.Sc. or above in Electrical Engineering, Physical Sciences, Mathematics, or equivalent degree in related field.

Target Experience: Five (5) years of demonstrated experience desired in specifying, developing, and documenting spaceborne, airborne and ground-based instrument electronics, especially video, digital electronics, and antenna, feed, and low noise amplifier design, development, and testing.

Computer/Software Engineer Education Requirements: The Computer Engineer Possesses (a) at a minimum a B.S. degree in Computer Sciences, Electrical Engineering, Physical Sciences, Mathematics, or the equivalent;

Target Experience: Five (5) years of demonstrated experience in specifying, developing, testing, and documenting computer systems and software for space-borne, airborne, and ground-based instrumentation, planning, and conducting tests; and troubleshooting the computer while the system that contains it is in the field, in flight, or in orbit. Familiarity with the following software tools is required: Docker, Robotics Operating Systems (ROS), Gitlab and Gitlab CICD pipelines and Git. Experience with FPGA and GPU programming (e.g., through CUDA) is desirable.

Technician Target Education: Possess an Assoc. Degree or above in Electronics, Electrical Engineering, or Mechanical Engineering.

Target Experience: Three (3) years of experience. Experience in assembling and testing of electrical and optical circuits and assemblies; assembly of housings and instrumentation boxes. Technician will support testing of instrumentation and field/aircraft deployment of instrumentation. Experience in the field deployment of RF technology is desirable. This position will be located in Washington, DC and will require occasional travel.

Data Scientist Target Education: The Data Scientist possesses a B.S. degree, or five (5) years of experience in Data Sciences, Electrical Engineering, Physical Sciences, Mathematics or equivalent.

Target Experience: Fluent with some combination of the FORTRAN, C, C++, MATLAB, Python, and IDL programming languages. Familiarity with Machine Learning and Artificial Intelligence techniques and software. Familiar with the use of SQL for database management. At least four (4) years of experience. Shall have familiarity with software specific for the task being served. This position will be located in Washington, DC.
