About this opportunity
The National Oceanic and Atmospheric Administration seeks replacement of approximately 8,400 square feet of EPDM roofing at the Woods Hole Laboratory in Falmouth, Massachusetts, with quotations due June 17, 2026 at 12:00 PM Pacific Time. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB).
Work is performed at Woods Hole, Falmouth, MA. The scope encompasses complete removal and disposal of existing EPDM roofing and installation of a new EPDM roofing system engineered to ASCE 7-22 standards for high-wind coastal zones with minimum FM Global 1-90 rating to withstand 75+ MPH gusts. A limited asbestos survey identified chrysotile asbestos in transite board samples at 20% concentration; the contractor must provide targeted asbestos remediation for new roof penetrations and ensure safe removal by a Massachusetts-licensed asbestos abatement contractor prior to roof work. All work must be completed within 45–60 calendar days of notice to proceed, with substantial completion required by September 30, 2026. The contractor must provide a 20-year warranty covering labor and materials and comply with Davis-Bacon wage determination MA20260001.
Quotations must address site-specific requirements including protection of ongoing laboratory operations, coordination with the Woods Hole Aquarium, and traffic control on Water Street. Quotations must include a comprehensive safety plan and comply with OSHA labor standards. Technical evaluation criteria include technical approach and capability, past experience (minimum one qualifying project above $400,000 completed within seven years), key personnel qualifications (Project Manager and Superintendent with specified certifications and maritime/federal construction experience), and past performance. An optional line item for EPDM roof removal and replacement of the Aquarium/Population Dynamics Building (7,632 square feet) is exercisable July 19, 2026. Contracting Officer is Rachel Stone (rachel.stone@noaa.gov). NAICS 238160, PSC Z1JZ.
