About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) intends to solicit roof replacement and repair services for the Woods Hole Laboratory main building, with industry responses due June 8, 2026. This is a 100% Total Small Business Set-Aside exclusively for Service Disabled Veteran Owned Small Businesses (SDVOSB).

Work is performed at Woods Hole, Massachusetts. The project scope is complete removal and proper disposal of a failed Ethylene Propylene Diene Monomer (EPDM) rubber roof membrane covering approximately 8,400 square feet and installation of a new compliant EPDM roofing system. A catastrophic weather event on March 16, 2026, caused structural failure of the existing non-compliant roof, which lacked required mechanical fastening patterns and was secured with insufficient adhesives, resulting in over 100 gallons of water intrusion.

The contractor must provide wind uplift engineering to ASCE 7-22 standards achieving a minimum FM Global 1-90 rating designed to withstand 75+ MPH gusts. Materials include white 60-mil reinforced EPDM membrane (Carlisle or equivalent), fully adhered and mechanically fastened with coastal-grade metal flashing (0.040" Kynar-coated aluminum or stainless steel; galvanized steel prohibited). The scope includes targeted asbestos remediation for new roof penetrations and provision of six additional future penetrations for HVAC or electrical needs. A 20-year warranty covering all labor and materials with no dollar limitation is required. Davis-Bacon wage compliance (MA20260001) is mandatory.

Period of performance runs from June 19, 2026, through September 30, 2026, with work completion required within 45–60 calendar days from Notice to Proceed. An optional task covers EPDM roof removal and replacement of the Woods Hole Laboratory Aquarium/Population Dynamics Building (7,632 square feet).

PROJECT SUMMARY:

The purpose of the requirement is to obtain services for the urgent roof replacement and repair for the Main Building located at the Woods Hole Laboratory of the NEFSC. On 03/16/2026, a significant weather event caused a catastrophic failure of the existing Ethylene Propylene Diene Monomer (EPDM) rubber roof membrane at the NEFSC’s main building in Woods Hole, Massachusetts (MA). During the event, mechanical mini-split units became airborne, causing multiple structural penetrations through the membrane and into the fiberglass underlayment. A forensic patch installed on 03/18/2026 revealed that the original installation was non-compliant. The roof system lacked the required mechanical fastening patterns and was secured using insufficient adhesives. The scope of this project is the complete removal and proper disposal of the existing EPDM roofing system and the installation of a new, compliant EPDM roofing system.

This roofing failure has allowed for the catastrophic intrusion of over 100 gallons of water into the facility, destroying critical IT infrastructure and rendering a primary workspace uninhabitable. While a temporary patch was applied, the roof continues to leak actively. Consequently, NEFSC cannot safely re-install IT equipment or allow personnel to re-occupy the space.

A draft Statement of Work (SOW) is provided for informational purposes only.
