About this file

This is a Statement of Work (SOW) for roof replacement services at the Northeast Fisheries Science Center's (NEFSC) Main Building in Woods Hole, Massachusetts, operated under the National Oceanic and Atmospheric Administration (NOAA) and National Marine Fisheries Service (NMFS). The project scope includes complete removal and proper disposal of the existing failed Ethylene Propylene Diene Monomer (EPDM) rubber roof membrane and installation of a new compliant EPDM roofing system on approximately 8,400 square feet (170' x 45'). The catastrophic roof failure occurred on 03/16/2026 due to a significant weather event that caused mechanical mini-split units to become airborne and penetrate the membrane and fiberglass underlayment. The contractor must provide wind uplift engineering to ASCE 7-22 standards for high-wind coastal zones achieving a minimum FM Global 1-90 rating designed to withstand 75+ MPH gusts. Materials include white 60-mil reinforced EPDM membrane (Carlisle or equivalent), fully adhered and mechanically fastened system with insulation, cover board, flashing, coastal-grade metal (0.040" Kynar-coated aluminum or stainless steel—galvanized steel prohibited), strapping for winds over 75 mph, and six additional future penetrations for HVAC or electrical needs. The project includes targeted asbestos remediation for new roof penetrations, as ACM-positive results were found in transite board samples.

The contract requires work completion within 45-60 calendar days from Notice to Proceed (NTP) during standard operating hours of 7:00 AM to 3:30 PM Monday through Friday, with coordination required 72 hours in advance for vibration work to protect sensitive laboratory experiments. The contractor must furnish all labor, materials, equipment, transportation, supervision, permits, testing, and fees, provide a site superintendent on-site at all times during work, submit multiple pre-work deliverables (installation plan, safety plan, material specifications, Site-Specific Safety Plan and Hoisting/Crane Plan) within 5-10 days after NTP, and maintain daily Quality Control/Quality Assurance reports. A 20-year warranty covering all labor and materials with no dollar limitation is required. Davis-Bacon wage compliance (MA20260001) is mandatory. An optional task is available for EPDM roof removal and replacement of the Woods Hole Laboratory Aquarium/Population Dynamics Building (7,632 square feet). The SOW includes requirements for traffic control on Water Street, coordination with the Aquarium to prevent debris entry into life-support systems, environmental compliance, OSHA safety standards adherence, hazardous materials management, and security protocols. Government-furnished resources include reasonable amounts of water and electricity for construction purposes, and the premises will remain occupied during work performance.

STATEMENT OF WORK (SOW)

Roof Replacement for the Main Building located at the Woods Hole Laboratory of the Northeast Fisheries Science Center’s (NEFSC).

1.0 GENERAL

1.1 BACKGROUND

The NEFSC operates under the National Marine Fisheries Service (NMFS), a part of the National Oceanic and Atmospheric Administration (NOAA). The agency’s core mission is the stewardship of living marine resources.

On 03/16/2026, a significant weather event caused a catastrophic failure of the existing Ethylene Propylene Diene Monomer (EPDM) rubber roof membrane at the NEFSC’s main building in Woods Hole, Massachusetts (MA). During the event, mechanical mini-split units became airborne, causing multiple structural penetrations through the membrane and into the fiberglass underlayment. A forensic patch installed on 03/18/2026 revealed that the original installation was non-compliant. The roof system lacked the required mechanical fastening patterns and was secured using insufficient adhesives.

1.2 SCOPE

The scope of this project is the complete removal and proper disposal of the existing EPDM roofing system and the installation of a new, compliant EPDM roofing system. The Contractor shall furnish all labor, materials, equipment, transportation, and supervision required to remove the failed system and replace the Main building roof, measuring approximately 8,400 square feet (170’ x 45’). The new compliant roofing system must be a permanent, engineered replacement, specifically designed to prevent future blow-off events. A certified Asbestos Inspector completed a limited asbestos survey of the roof. ACM positive Results were found in

(2) of the transite board samples areas (see Attachment). The contractor shall provide a Certified Asbestos Abatement Worker as required for Targeted Asbestos Remediation required for any new penetrations during the install of the new roof system.

This project also includes an OPTIONAL Task for the EPDM roof system removal and replacement of 144’x53’ (7,632 square feet) Woods Hole Laboratory Aquarium / Population Dynamics Building. (see 2.4 OPTION ITEM 1)

1.3 OBJECTIVE
