About this opportunity
The Department of the Air Force, Headquarters Air Force Test Center, is soliciting whitepapers to establish an Other Transaction Agreement under 10 U.S.C. 4022 for comprehensive 3D digital twin modeling and scanning of the Arnold Engineering Development Complex (AEDC) test facilities, with whitepaper responses due October 21, 2026 at 10 AM Central and questions due August 12, 2026.
Place of performance is Arnold Air Force Base, Tennessee, with all work conducted entirely within CONUS. This procurement is directed to Velocity Alliance Consortium Members and Industry Partners; only Alliance members in Good Standing (holding current Joint Certification Program certification and achieving Cybersecurity Maturity Model Certification Level 2 Self-Assessment by November 10, 2026) may compete on projects unless the Government elects to broaden eligibility. The NAICS code is 541330 (Engineering Services); Federal Supply Code is T013 (Photo/Map/Imagery – 3D Model/Map).
The base phase prototype focuses on the Von Karman Gas Dynamics Facility Yard and Plant (260,000 square feet footprint, 1,040,000 square feet scan area), with subsequent option phases scaling to over 2.5 million square feet across the complex. Technical requirements include dimensional accuracy of 1/4 inch (1/8 inch highly desired), Level of Detail 350 minimum including structural, mechanical, and electrical systems (LOD 400 highly desired for primary connection points), native Autodesk Revit and Plant 3D files, registered point clouds in RCP and E57 formats, 2D AutoCAD drawings, and immersive virtual walkthrough capability. All personnel must be U.S. Citizens capable of obtaining Common Access Cards. Performers must comply with NIST SP 800-171 and CMMC Level 2 cybersecurity requirements and implement cybersecurity controls under NIST SP 800-171. The Government requires Unlimited Data Rights to all deliverables marked with Distribution Statement C.
Compliance with 10 U.S.C. 4022(d) is mandatory: performers must include at least one nontraditional defense contractor, nonprofit research institution, or small business, or contribute non-Federal cost-share of at least one-third of total project cost. Pricing must be structured as firm fixed-price milestones for the base phase, valid for a minimum of 180 days from Other Transaction award date. Evaluation criteria include technical merit and innovation, program management and risk, government value and scalability, cost and price realism, and cybersecurity and compliance. A mandatory site visit is scheduled for September 30, 2026. Whitepapers must not exceed 20 pages (excluding cost proposal and compliance certifications) in PDF format with 11-point minimum font.
