About this opportunity
Arnold Engineering Development Complex (AEDC) is issuing a Request for Whitepapers under Other Transaction Authority (10 U.S.C. 4022) to identify a qualified performer to execute the H-1 Heater Modernization project at Arnold Air Force Base, Tennessee, with whitepaper submissions due September 24, 2026. This procurement is not set-aside.
Work is performed at Arnold Air Force Base, Tennessee. The project encompasses design, engineering, evaluation, procurement, demolition, fabrication, installation, programming, inspection, demonstration, testing, and documentation to restore a 40-year-old indirect-fired air heater system to original design specifications.
Performers must demonstrate technical competency in five areas: combustion and burner systems (NFPA 85/86 compliance), safety instrument systems and burner management systems (SIL 3 per IEC 61508), industrial controls integration (Emerson RX3i PLCs and GE Cimplicity HMI), pressure vessel and piping design (ASME compliance), and professional engineering certification (Tennessee PE license required). All work must comply with AAFB engineering standards addressing mechanical systems, pressure vessels, piping, and ducting per ASME, API, and NFPA codes.
Whitepaper responses must not exceed 15 pages and include three examples of past performance with customer references, technical narrative, confirmation of unlimited data rights to AEDC, demonstration of compliance with at least one of three 10 U.S.C. 4022(d) conditions, firm fixed-price milestone pricing for base milestones (valid for 180 days minimum), estimated schedules for optional milestones, and CMMC compliance or equivalent safeguards documentation. Government evaluation uses Best Value determination across three equally weighted criteria: technical competency and capability, schedule feasibility, and cost/price realism. Submissions must be in PDF format via secure portal, with schedules in Primavera .xer or MS Project .mpp formats. Contact Haley M. K. Smith, Agreements Officer, at haley.smith.10@us.af.mil for access to export-controlled documents; CAGE and Joint Certification Program verification required.
