About this file
This is a Statement of Objectives (SOO) for the H-1 Heater Modernization project at AEDC-Arnold Air Force Base, issued July 28, 2026, with SOO number 16879-26-001 and IRA number IRA-26-1866.
The primary objective is to restore the existing H-1 Heater to operate within original design specifications through repair and maintenance of the fuel supply and burners, repair or replacement of primary process air isolation and control valves, and evaluation of existing ducting and components. The burner overhaul must include replacement of fuel header valves, pilot valves, fire eyes, gauges, associated piping, and implementation of a new Burner Management System (BMS). The contractor must develop a complete Statement of Work (SOW) defining all design, procurement, fabrication, installation, inspection, testing, and checkout activities required to deliver a fully functional heater meeting performance parameters specified in Attachment 1. Required milestones include Project Kickoff Meeting, Contractor Readiness Review, Preliminary/Critical/Final Design Reviews, Procurement and Execution Readiness Reviews (as required), Completion of Fabrication and Installation, Verification Readiness Review, and System Readiness Review. Data deliverables must include operational and fabrication drawings, analysis reports, hazard tracking logs, risk assessments, operations and maintenance plans, verification and test plans, requirements traceability documentation, inspection and testing results, programming documentation, and user manuals. The Government receives Unlimited Data Rights to all contractor-provided technical data, software, and programming. The contractor must provide on-site training for new equipment or systems, which will be recorded for future Government use. A Quality Control Plan is required to ensure compliance with all SOO requirements and milestone achievement. The contractor shall submit monthly Status Reports including cost, schedule, and technical issue updates to maintain clear government visibility into project progress.

Statement of Objectives (SOO) AEDC-Arnold AFB: H-1 Heater Modernization
DISTRIBUTION A: Approved for public release: distribution unlimited.
IRA-26-1866
1. Program Objectives The objective of this effort is to restore the existing H-1 Heater to operate within the original design specifications. Restoring the heater will require, at a minimum, repair and maintenance of the heater fuel supply and burners, repair or replacement of the primary process air isolation and control valves, and evaluation of the existing ducting and components. The overhaul of the burners is expected to include, at a minimum, replacing the burner fuel header valves, pilot valves, fire eyes, gauges, and associated piping and implementation of a new Burner Management System (BMS). The minimum success criteria for the system are described in Attachment 1 – Performance Parameters.
2. Contract Objectives At a minimum, the contract shall define the following:
2.1. Work to-be Performed:
Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a complete Statement of Work (SOW), to satisfy the performance requirements established in Attachment 1 – Performance Parameters. The SOW shall clearly identify and describe, in detail, all design, procurement, fabrication, installation, inspection, testing, and checkout activities and deliverables required to provide fully functional heater.
2.2. Milestones:
Planned, significant events shall be identified in the SOW, including a schedule identifying when each will occur. Milestones shall include, at a minimum:
Project Kickoff Meeting Contractor Readiness Review * Procurement Readiness Review (As Required) * Execution Readiness Review (As Required) * Preliminary Design Review * Critical Design Review * Final Design Review * Completion of Fabrication and Installation Verification Readiness Review * System Readiness Review *
* See Appendix B in Attachment 1 – Performance Parameters for specific expectations regarding these design reviews.
2.3. Data Deliverables.
Each tangible or intangible data item produced as a result of the work performed shall be clearly and completely identified in the SOW, as well as their anticipated delivery date, method of delivery, format, and quantity.
Data Deliverables for this effort shall include, at a minimum, all documentation identified in Appendix B in Attachment 1 – Performance Parameters, including the following:
Statement of Work Site Plan Operational Drawings (P&IDs, Schematics, Line Diagrams, or Wiring Diagrams) Fabrication and Installation Drawings Analysis and Calculation Reports Hazard Tracking Log Project Risk Assessment Operations and Maintenance Plan Verification Plan System Test Plan Requirements Traceability Document Inspection Results Non-Destructive Examination Results Load or Pressure Test Results Performance Testing Results Demonstration Results Programming Documentation and Source Code User Manuals or Vendor-Supplied Maintenance Documentation
2.4. Data Rights:
The Government shall receive Unlimited Data Rights to all Contractor-provided technical data, analysis, drawings, software, code, and programming produced in performance of this effort.
2.5. Training:
The Government shall receive on-site orientation and training for any new equipment or systems. Training will be recorded by the Government for future use.
3. Quality Control Plan (QCP):
The contract shall define the development and maintenance of a quality control plan to ensure the requirements established within this Statement of Objectives, including all attachments, are met in accordance with the SOW. This shall include the development and implementation of procedures to meet milestones and to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective:
Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see Attachment 1 – Performance Parameters).
Clear government visibility into the schedule, performance, and risks shall be maintained. The Contractor shall maintain clear and continuous communication with the Government, including monthly Status Reports that include, at a minimum, updated cost and schedule information as well as any current technical issues.
