About this opportunity

The Defense Logistics Agency (DLA) Disposition Services has issued Request for Technical Proposal (RFTP) 33-5019 for the sale of surplus personal property covering all DLA Disposition Services and Receipt in Place Sites east of the Mississippi River, including Puerto Rico and the Virgin Islands. The surplus property consists of Department of Defense personal property with Demilitarization codes A, F, or Q6, sold in "as-is, where-is" condition and classified as new, useable, or repairable under GSA regulations. This two-step procurement process requires interested firms to first submit technical proposals by 3:00 p.m. EST on August 24, 2025, demonstrating their capability to safely remove, transport, store, and manage surplus property, with only technically acceptable proposals advancing to the sealed bid phase. The contract features a 12-month base period with four potential 12-month option periods that could extend the total contract duration to 60 months, guaranteeing a minimum of 42,000 Disposal Turn-In Documents (DTIDs) worth $234 million during the base period, with a maximum of 225,000 DTIDs worth $2 billion. Key requirements include a $100,000 bid deposit, a $3,000,000 financial guarantee bond, and compliance with export control regulations, with evaluation criteria focusing on the completeness, clarity, and demonstrated understanding of contract requirements including property removal procedures, inventory management, safety protocols, and financial capacity. The government has removed the previous 3.5% minimum bid requirement, retaining the right to reject any or all bids when advantageous to government interests.
