About this opportunity

The Department of the Air Force Air Combat Command seeks architect-engineer services for 35% design drawings, specifications, and cost estimates for Dormitory B336 repair at Holloman Air Force Base, New Mexico, with qualifications due September 1. This is a Total Small Business Set-Aside under NAICS 541310.

Place of performance is Holloman AFB, New Mexico. The scope encompasses complete remodel of a 34,056 square-foot, 68-person, three-story dormitory built in 1967, including new HVAC, plumbing, electrical, fire alarm and sprinkler systems, and all supporting civil, structural, environmental, mechanical, fire protection, and electrical design. The contractor must deliver two separate 35% design alternatives: Design A retains the current shared-restroom configuration, while Design B modifies the floor plan to provide separate restrooms per sleeping room using recently modified Dorm 334 plans as reference. Sustainable design principles must comply with Engineering Technical Letter 08-13 and Air Force Office of Special Operations Command Energy Policy guidance, emphasizing energy and water conservation, environmentally beneficial materials, and reuse/recycling.

Deliverables include a 10% phase submittal within 60 days and a 35% phase submittal within 60 days with onboard review at Holloman AFB. All drawings must be provided in PDF and AutoCAD formats; cost estimates in PDF and Excel; and design analysis in PDF. The cost estimate must be AACE International Class 3 level, certifiable by AFCEC/COSC using the Parametric Cost Engineering System (PACES) and supporting DD Form 1391 preparation.

The Government will select the three most highly qualified small business offerors and may conduct discussions with the top-ranked firm before issuing a formal Request for Proposal. Evaluation criteria include specialized experience, professional qualifications, past performance, capacity, and knowledge of local conditions at Holloman AFB, southern New Mexico, and the U.S. Southwest. RFQ responses must include a two-page response letter and mandatory SF-330 (limited to 120 printed pages excluding Part II). Questions are due August 17 with answers provided by August 24. For small business set-asides, the prime contractor must fulfill at least 50% of baseline performance costs with its own workforce or qualified small business partners. Professional registration in any U.S. state satisfies licensing requirements.
