About this file

This is a Questions and Answers document that provides government responses to clarifications requested by offerors for the KWRD21-0067 Request for Qualifications (RFQ) for Architect-Engineer (A-E) Services related to Repair of Dormitory B336 at Holloman Air Force Base, New Mexico.

The solicitation requires offerors to submit a two-page RFQ Response Letter on official letterhead signed by a company officer, stating: (1) adequate capacity to perform the work, (2) adequate knowledge of Holloman AFB as the project location, and (3) identification of the proposed team. An SF 330 is mandatory for evaluation; failure to submit renders the proposal unrateable and disqualifies the candidate. Offerors must use project number KWRD21-0067 in filenames. The submission must include a Class 3 cost estimate as defined by AACE International 18R-97, prepared at 10-40% design maturity with accuracy ranges of -10% to -20% (low) and +10% to +30% (high). The SF 330 is limited to 120 printed pages excluding Part II and divider tabs; cover letters and transmittal letters should not be provided, and a table of contents counts toward the page limit. Submissions are evaluated on experience at three geographic levels: Holloman AFB, southern New Mexico, and the U.S. Southwest. For small business set-asides, prime contractors must ensure at least 50% of baseline performance costs are fulfilled by their own workforce or qualified small business partners. Professional registration in any U.S. state satisfies requirements; New Mexico registration is not required. Section F projects require completed design; construction completion is not mandatory. The deliverable is a 35% design package for project authorization, with no requirement for 100% design completion.

4) Subsection B. Professional Qualifications lists 8 Key disciplines for which resumes must be submitted, however under Subsection D. Capacity to initiate work and complete within the time parameters of the project- it states “The evaluation will consider the availability of an adequate number of personnel in the following key disciplines…” the list following the statement includes three additional disciplines: interior design, geotechnical engineer, and commissioning authority, which are not listed under subsection B. Do resumes need to be provided for these three additional disciplines, bringing the total of required resumes in section E to 11?No additoinal resumes are required for interior design, geotechnical engineer, and commissioning authority.
Paragraph 4. SUBMITTAL REQUIREMENTS states “Contractors shall indicate their interest in competing for this requirement through submission of the two (2)-page RFQ response (required) and the SF330…” however, none of the attachments included in the notice is a two-page RFQ response template or example. Please detail the information the offeror is required to provide in the two-page RFQ response, or provide a template or example of what the government expects to receive in order to meet the requirement.Provide an RFQ Response Letter on official letterhead providing three brief statements stating 1) the offeror has adequate capacity to perform this work , 2) possesses adequate knowledge of the project location, and 3) identify the team that would be usedd for this task order. The RFQ REsponse Letter should be signed by a company officer.
1. Two-page RFQ response: Please identify the required content of the two-page RFQ response. Is this the document that should be named “Synopsis#_COMPANY NAME_Cover letter”?Provide an RFQ Response Letter on official letterhead providing three brief statements stating 1) the offeror has adequate capacity to perform this work , 2) possesses adequate knowledge of the project location, and 3) identify the team that would be usedd for this task order. The RFQ REsponse Letter should be signed by a company officer.
2. SF 330 requirement: Section 4 describes the SF 330 supplement as optional, but the evaluation criteria rely extensively on information from SF 330 Sections E, F, G, and H. Please confirm whether an SF 330 is required for evaluation and whether omitting it would render a submission unrateable or otherwise ineligible for consideration. An SF330 is required. Failure to comply with this erquirement will result in the candidate being disqualified.
3. File naming: What synopsis or solicitation number should offerors use in the filenames and File Description? Should offerors use KWRD 21-0067, or will the Government provide a separate synopsis/solicitation number?Use the project number KWRD21-0067.
4. Factor E locations: Factor E states that the Government will evaluate experience “at each of the three locations” and assign a separate rating for each location. Please identify those three locations. The three locations are Holloman AFB, southern New Mexico, and the US Southwest.
5. Page-limit exclusions: Please confirm whether a cover, transmittal letter, and table of contents count toward the 120-printed-page SF 330 limit. The RFQ expressly excludes Part II and divider tabs but does not identify other exclusions. No cover or transmittal letter should be provided and a table of contents will count against the 120 page limit.
6. Cost-estimate terminology and deliverable: The RFQ requests a “Level 3” cost estimate, while the SOW requires a “Class 3” PACES estimate supporting DD Form 1391 and certifiable by AFCEC/COSC. Please confirm the intended estimate classification, required methodology, and deliverables. The requirement is for a Class 3 estimate as defined by AACE Internation 18R-97. A Class 3 cost estimate is prepared when the project is at 10% to 40% design maturity and will normally have an accuracy range of low -10% to -20% and high +10% to +30%.
7. Prime-performance calculation: For the evaluation of a small business’s ability to expend at least 50% of the cost of contract performance using employees of the prime firm, please identify the cost elements included in the calculation. Please also clarify how subcontracted professional services, travel, reproduction, software, and other direct costs should be treated. The limitations apply to contract set-asides for small businesses when the contract amount exceeds the simplified acquisition threshold, and all other set-aside contracts under the 8(a), HUBZone, service-disabled veteran-owned, or women-owned small business programs. The prime contractor’s limitations on subcontracting are explained in detail in 13 CFR 125.6. The prime contractor must ensure that at least 50% of the baseline performance cost is fulfilled by their own workforce or qualified small business partners.
8. DoD SAFE submission: If only one of the two required PDF files exceeds 3 MB, may the complete submission—including both files—be delivered through a single DoD SAFE drop-off? Please also confirm whether Thursday, August 27, 2026, is the latest acceptable date to request the drop-off, based on the requirement to submit the request at least three business days before the September 1 deadline.DoD SAFE can handle much larger files than 3 MB.The actual size limit for DoD SAFE is up to 25 files with total size 8 Gbytes.
9. Professional registration: Will current professional registration in any U.S. state or jurisdiction satisfy the applicable requirements, including FAR 52.236-25, for the proposed architect and engineering discipline leads at the SF 330 stage? Alternatively, must the professionals of record hold current New Mexico registrations at the time of submission, award, or performance? Please also confirm whether New Mexico engineer-of-record affidavits will be required for this federal-site project.Registration in any of the states is acceptable. Registration in New Mexico is NOT a requirement.
10. Electronic page count: Because the submission will be electronic, please confirm whether the 120-page limit means 120 PDF pages, excluding SF 330 Part II and divider tabs, regardless of how the document might be printed. Are any paper copies required, and if so, does a different page-count method apply to them? The 120 page count is for all pages provided, regardless whether they include divider tabs, etc. Paper copies should NOT be provided.
11. Section F project completion: For the maximum of ten projects in Section F, must both design and construction be complete, or is completed design sufficient when construction is ongoing or has not begun? Please clarify how the Government will evaluate projects with completed design but incomplete construction. No, projects just need to be under construction, not complete. Indicate on the Section F the percent complete.
12. Past-performance questionnaires: For relevant projects without available CPARS records, may offerors submit past-performance questionnaires or other owner/client evaluations? If so, please provide any required form, content, submission method, and deadline.Yes, if CPARS are not available, other means of rating performance may be acceptable.
The NAICS Code is set to 541310 Architectural Services, Is Holloman AFB open to changing or including this under 541330 - Engineering Services? We are only a small business under the engineering code. The NAICS Code will not be changed.
What is the intent of the final deliverable for this effort? Is the 35% design intended to be a document that a design build effort picks up? Or will a 100% design be pursued? We only require the 35% for project authorization. No requimrent for a 100% design.
