About this file
This is a Statement of Work (SOW) for Architect-Engineer (A-E) services to design the complete remodel of Dormitory B336 at Holloman Air Force Base, New Mexico. The project number is KWRD21-0067, dated 27 March 2026.
The A-E shall deliver 35% design phase drawings, specifications, cost estimates, and supporting design analysis. Two separate 35% designs with independent cost estimates are required: Design A retains the current configuration of one restroom shared between two sleeping rooms, while Design B modifies the floor plan to provide separate restrooms for each sleeping room using recently modified Dorm 334 plans as reference. Sustainable design principles must be incorporated per Engineering Technical Letter (ETL) 08-13 and AFSOC/CV Energy Policy Memo dated 17 February 2009, with emphasis on energy and water conservation, environmentally beneficial materials, and reuse/recycling. The project encompasses a complete remodel of the 34,056 square-foot, 68-person, three-story dormitory built in 1967, including new HVAC systems, plumbing fixtures, electrical panelboards, fire alarm/mass notification systems, wet-pipe sprinkler protection, exterior utility work, and all required civil, structural, environmental, mechanical, fire protection, and electrical engineering. Deliverables include a 10% phase submittal due within 60 days and a 35% phase submittal due within 60 days with onboard review at Holloman AFB. All submissions must include two bound ½-scale drawings sets with design analysis and one digital PDF per phase. A Class 3 cost estimate using Parametric Cost Engineering System (PACES) certifiable by AFCEC/COSC must support DD Form 1391 preparation. Drawings shall be provided in PDF and AutoCAD formats, with design analysis and cost estimates in PDF and Excel formats respectively.

27 March 2026
1. GENERAL STATEMENT OF SERVICES: The objective of this project is to completely remodel Dormitory 336 at Holloman AFB, NM. Dormitory 336 is a 34,056 SF, 68-person three-story dormitory built in 1967 and used for housing enlisted airman undergoing training at Holloman AFB. The Architect-Engineer (A-E) shall perform the services set forth herein and as described in the contract Statement of Work.
2. SCOPE of WORK: The 35% design shall be based on the project description and other data furnished under Paragraph 4, and information covered during a criteria review meeting held prior to fee negotiations or the start of design. The project shall be designed so as not to exceed the programmed design budget.
3. The Architect-Engineer shall perform the following services:
A. The A-E shall provide all services necessary to provide 35% drawings and specifications, complete cost estimate and supporting design analysis based on the requirements set forth in this statement of work. Any as-built drawings and design calculations provided by the Government to the A-E are intended as guidance and not to be interpreted as the only solution. See the contract Statement of Work for detailed design instructions. The government will provide any available information it has to help in the execution of this design. For example, project location plans, utility maps, base standards, forms and sheet layouts, and as-built drawings.
B. Special emphasis is being placed on sustainable design and construction principles in this project, with emphasis given to energy and water conservation, environmentally beneficial material selections, and reuse/recycling. This emphasis is added to comply with various executive directives meant to help alleviate negative impacts to natural resources and the environment. The A-E shall develop drawings and specifications consistent with policies described in Engineering Technical Letter (ETL) 08-13, Incorporating Sustainable Design and Development (SDD) and Facility Energy Attributes in the Air Force Construction Program and AFSOC/CV Energy Policy Memo dated 17 Feb 09.
C. The A-E shall prepare two separate 35% designs with separate cost estimates. Design A shall retain the current configuration of one restroom shared between two sleeping rooms. Design B shall make modifications to the floor plan to provide separate restrooms for each sleeping room. As a possible floor plan for Design B, the plans for Dorm 334, recently modified, shall be provided as part of the supporting material to the A-E.
D. SUBMITTALS: Upon completion of each phase of the work, the A-E shall furnish all documents in the manner described in the contract Statement of Work. The specific phases/submittals required are listed in the table below; each submittal is required within the calendar days allowed as indicated. The numbers of days shown under Gov’t Review are the estimated government review time. "On-board" means the review will be conducted in a review meeting following that design phase. A-E shall schedule this meeting one week prior to the submittal due date. The A-E will attend project reviews at Holloman AFB for each phase as indicated by a yes or no; quantities of drawing sets/other items required as indicated.
