Work must be performed between 7:30 AM and 4:00 PM, Monday through Friday, with a mandatory kick-off meeting scheduled within one week of award and a minimum one-year warranty required on all materials and workmanship. Proposals will be evaluated based on two primary factors: Technical Approach (rated as Superior, Acceptable, or Unacceptable) and Price (evaluated for completeness and reasonableness), with the government reserving the right to award to the offeror providing the best value. The solicitation was amended on September 18, 2025, with a site visit scheduled for September 16, 2025, and proposals due by September 24, 2025, at 12:00 PM Central Time.
This opportunity is designated as a total small business set-aside, with no incumbent contractors identified in the documentation. The contract value is estimated to be less than $25,000, structured as a single firm-fixed price purchase order awarded under Federal Acquisition Regulation (FAR) 13 and 36 procedures. The cleaning project encompasses the entire HVAC system serving Building 430, with contractors required to move and return furniture to original positions while disposing of all debris in on-site government-provided dumpsters. Performance will take place at 1526 Hurst Drive, Pope Field, North Carolina 28308, with all contractor personnel required to complete iWATCH training, undergo background checks, and be U.S. citizens capable of effective English communication.
