About this opportunity
The Department of the Air Force Materiel Command Wright-Patterson Air Force Base seeks proposals for a firm fixed price blanket purchase agreement to remove, transport, treat, and dispose of infectious waste and international garbage from WPAFB, with proposals due June 5, 2026 at 12:30 p.m. EST. This is a total small business set-aside.
Place of performance is WPAFB, Ohio. The contractor must collect infectious waste from Building 830 (WPAFB Hospital) and Building 1425 (Vet Clinic) in Area A and Buildings 73, 435, 490, 644, 654, 675, 838, 840, 850, and 851 in Area B for incineration; collect international garbage from the flight-line (Building 143) in Area A and Buildings 840 and 851 in Area B for autoclaving treatment. Routine pickups occur every Tuesday at Building 830 and Building 143 (Friday as needed), every other Tuesday at Buildings 435, 644, and 654, and on-call for remaining locations. Infectious waste must reach treatment facilities within 14 consecutive calendar days. The contractor must furnish all containers, transportation, treatment, and disposal; payment is on a per-pound basis. Performance requires 95% on-time, error-free service across pickup schedule, supplies, shipping papers, waste treatment, and vehicle compliance, with rework completed within 5 work days.
The BPA carries a five-year period from July 1, 2026 through June 30, 2031, with a master dollar limit of $700,000 and a warranted contracting officer single call limit of $350,000. Estimated volumes span 125,672 to 136,032 pounds of infectious waste annually and 610 to 660 pounds of international garbage annually. NAICS code is 562211; PSC code is 4540. The waste stream consists of Category B regulated medical waste with small amounts of trace-chemotherapy and pathological waste; sharps are segregated at point of generation. Service Contract Act wage determinations apply to Ohio (Greene, Miami, and Montgomery counties).
Evaluation employs two equally weighted factors: Technical Capability (pickup times, contractor-furnished items and services, prior three-year experience with similar services, and current valid treatment facility licenses) and Price. A proposal rated Unacceptable on Technical Capability is ineligible for award. Award goes to the responsible offeror with Acceptable technical capability and the lowest total evaluated price, provided pricing is not unbalanced and is fair and reasonable. Questions and answers were posted May 28, 2026. Offers must remain valid for 180 days from solicitation receipt.
