About this file
This is a Questions and Answers document for Solicitation FA860126R0014, an Infectious Waste Blanket Purchase Agreement (BPA) issued by the Air Force on 5/28/2026.
The Q&A addresses five key inquiries regarding infectious waste characterization and handling procedures. The waste stream consists of Category B regulated medical waste (RMW) that is Non-RCRA compliant, with small amounts of trace-chemotherapy waste and some pathological waste, but no RCRA or Non-RCRA pharmaceutical waste. Sharps are present in the waste stream, segregated in approved containers at point of generation, with approximately 40% of the waste from Building 10830 Wright Patt Medical Center being sharps; some sharps may be co-mingled in transport containers. Historical volume distribution shows approximately 47% from Building 10830 Wright Patt Medical Center, 47% from Building 20840 711th HPW, and 6% from all other locations over the past three years, though these figures are not indicative of future volumes. The Government clarified that historical actuals from the predecessor agreement are not available for offeror reference, and offerors should base pricing on the volume estimates provided in Attachment 4. Radioactivity scanning of containers prior to loading will be performed by Government personnel using Government-owned Ludlum Model 19 MicroR meter equipment and requires minimal time, with no contractor driver involvement required.

Infectious Waste BPA - Questions from Solicitation
1. WASTE CHARACTERIZATION: Can the Government provide a more detailed characterization of the infectious waste stream designated for incineration; specifically, whether it includes pathological waste, chemotherapy/trace-chemotherapy waste, and/or non-RCRA pharmaceutical waste, and the approximate proportion of each?
- Waste that will be transported by the contractor will fall under Category B regulated medical waste. Small amounts of trace-chemo waste, and some pathological waste will be present, but no RCRA or Non-RCRA pharmaceutical waste. All RMW transported by contractor will fall under Non-RCRA.
2. SHARPS: Does the infectious waste stream include sharps? If so, are they segregated in approved sharps containers at the point of generation, and approximately what portion of the stream do they represent?
- Yes, there will be sharps present. Yes, they are segregated in approved sharps containers at the point of generation. Some sharps may be co-mingled in transport containers with other non-sharps. Bldg. 10830 Wright Patt Medical Center has approximately 40% of their waste stream being sharps. Other portions of the waste streams at other locations are unknown.
3. PER-BUILDING VOLUME DISTRIBUTION: Can the Government provide an approximate breakdown of the estimated annual infectious-waste tonnage by generating building (or at minimum, distinguishing the high-volume hospital, Bldg. 830, from the on-call locations)?
- Over the past 3 years, breakdown of volume per location is as follows: total volume included ~47% from building 10830 Wright Patt Medical Center, ~47% from building 20840 711th HPW, and ~6% from all other locations. These past performances are not indicative of future volumes and could change. All estimates in the requirements package take historical numbers into account, but also look to forecast future expectations.
4. HISTORICAL ACTUALS: Are actual weight/volume data from the predecessor agreement available for offeror reference, to help validate the estimated quantities in Attachment 4?
- Historical actuals are not available for offeror reference. All volume estimates in attachment 4 are accurate and prices should be based off provided information.
5. RADIOACTIVITY SCANNING: The PWS states the Government furnishes a Ludlum Model 19 MicroR meter for scanning containers prior to loading. Will the scan be performed by

Government personnel, or is the contractor's driver expected to operate the meter? If the latter, will the Government provide training and a written procedure?
- This will be performed by government personnel using government owned equipment and takes minimal time.
