About this opportunity

The Defense Logistics Agency Aviation seeks proposals for manufacture of the 20mm Transfer Unit Mechanical Housing (NSN 1005-01-190-9802, P/N 209F953), a gear-driven component for the M61A1 gun system in F-16 ammunition handling sets, with proposals due September 25 and questions due before that deadline. Amendment 01, effective August 24, establishes the procurement as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle under FAR 16.504, with up to three contracts available for award.

Sourcing is restricted to approved sources only. Current qualified sources are General Dynamics-OTS (CAGE 05606), Thomas Instrument Inc. (CAGE 5H860), and Jemco Components & Fabrication Inc. (CAGE 72126). Alternate sources must qualify through source approval procedures administered by WR-ALC 409 SCMS/GUEA and must obtain cognizant Air Force engineering approval. The part requires engineering source approval to maintain quality standards; qualification waivers are available for sources with prior F-16 housing supply within the past 36 months with satisfactory performance. Qualification validity is seven years from last approval date.

Place of performance is Warner Robins, Georgia. The NAICS code is 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing); PSC is 1005 (Guns, Through 30mm). Work includes production across a 12-month basic period and four 12-month ordering periods at a rate of three units per month, with an estimated total of 574 units across all periods. First Article testing requires submission of two test units within 180 calendar days from contract date, with government test cost at $31,471.67; one unit will be destroyed during testing. First Article Test waivers are available for prior suppliers.

Contractor personnel must achieve Cybersecurity Maturity Model Certification Level 2 (active and verified in the Supplier Performance Risk System) before contract award, a pre-award requirement that cannot be waived, because the effort involves ITAR-controlled technical data and Controlled Unclassified Information. CMMC Level 2 flows down to all subcontractors processing CUI; subcontractors handling only Federal Classified Information require CMMC Level 1. Items require Item Unique Identification marking per MIL-STD-130 via laser etching. Packaging must comply with MIL-STD-2073-1 and MIL-STD-129; wood packaging material must be debarked, heat-treated, and certified per ISPM No. 15. Contract incorporates Defense Priorities and Allocations System rating DO: A1. Deliverables include IUID Marking Plan (45 days), Qualification Test Plan & Procedures (45 days), IUID Validation Report (90 days after First Article Test submission), and Test/Inspection Report (45 days from test completion or 270 days after award, whichever is earlier). Primary contracting officer contact is Christine O. Smith, Christine.Smith.20@us.af.mil, (478) 926-9913.

Per DFARS 252.204-7021(d)(4) Prime contractors are to Ensure all subcontractors and suppliers complete prior to subcontract award, and maintain on an annual basis, an affirmation, by the affirming official (see 32 CFR 170.4), of continuous compliance with the requirements associated with the CMMC level required for the subcontract or other contractual instrument for each of the subcontractor information systems that process, store, or transmit FCI or CUI and that are used in performance of the subcontract

Per CFR 107.23 Application to subcontractors  (a) CMMC requirements apply to prime contractors and subcontractors throughout the supply chain at all tiers that will process, store, or transmit any FCI or CUI on contractor information systems in the performance of the DoD contract or subcontract. Prime contractors shall comply and shall require subcontractors to comply with and to flow down CMMC requirements, such that compliance will be required throughout the supply chain at all tiers with the applicable CMMC level and assessment type for each subcontract as follows:

(1) If a subcontractor will only process, store, or transmit FCI (and not CUI) in performance of the subcontract, then a CMMC Status of Level 1 (Self) is required for the subcontractor.

(2) If a subcontractor will process, store, or transmit CUI in performance of the subcontract, then a CMMC Status of Level 2 (Self) is the minimum requirement for the subcontractor.

(3) If a subcontractor will process, store, or transmit CUI in performance of the subcontract and the associated prime contract has a requirement for a CMMC Status of Level 2 (C3PAO), then the CMMC Status of Level 2 (C3PAO) is the minimum requirement for the subcontractor.

In accordance with Block 11, paragraph c., offerors who have previously furnished production quantities of the same or similar articles to the Air Force, provided articles thus furnished, have exhibited satisfactory performance in the opinion of the Air Force; provided not more than 36 months have elapsed since completion of the contract. Under conditions stated in paragraph c., the cognizant engineering activity will decide whether or not the item has exhibited satisfactory performance in service and prepare and retain supporting documentation to fully justify this decision. The following information must be provided for the previously supplied article: Procuring Office, Contract Number, Date of Contract, and Specification Number and Revision.

3. If the First Article Test requirements are waived, will the applicable CDRLs be removed? Yes. Any CDRL applicable to First Article requirements will be removed for offerors who qualify for GFAT waiver.
