About this file
This is a Qualification Requirements document establishing source approval procedures for the Transfer Unit Housing Assembly (Part Number 209F953, NSN 1005-01-190-9802), a critical component of the 20mm F-16 Ammunition Handling Set. The part is a complex forged and machined housing assembly that transfers live ammunition rounds and empty cases through the gun feeder system on F-16 aircraft. Any manufacturing defect could result in gun jams and compromise weapon system mission capability.
Contractors seeking qualification must satisfy four primary requirements: (1) provide prequalification notice to the designated government points of contact; (2) certify possession of required manufacturing facilities, specialized equipment, tooling, and qualified personnel, with facilities available for government inspection; (3) manufacture items conforming to Drawing 209F953 Rev E, provide quality and performance evaluation data, and implement ISO 9001 quality management standards; and (4) supply two post-contract award First Article Test exhibits at government expense. Six Source Qualification Waiver Criteria (QWC1-QWC6) allow relief from full qualification requirements for sources with prior supply history, equivalent manufacturing capabilities, or corporate continuity following organizational changes. The qualification requirement is valid for seven years from the last signature date. Control activity approval authority resides with WR-ALC, 409 SCMS/GUEA, with signatures from AFLCMC/EBW engineering leadership and DLA contracting and competition advocacy offices documented as of July 2022.

Section B: Justification for Establishing a Qualification Requirement and Reason Why Qualification Requirement Must Be Demonstrated Prior to Any Contract Award.
The Transfer Unit Housing is part of a subassembly for the Transfer Unit (PN 201F963 or 211F603).
The transfer unit assembly is attached to the gun feeder. Its function is to transfer live rounds from feed chute to the feeder assembly, and to transfer empty cases from the unload drive assembly into conveyor elements in the return chute. Ammunition and empty cases are moved through the transfer unit by gear-driven sprockets while being guided by fixed round guides.
1. The inability to utilize investment for forging/casting, welding assembly and special machine processes of this assembly can result in deleterious product performance and structural or durability degradation. Close tolerance machining of the component is required and specialized heat treatment process (es) is/are required. Special care in machining and heat treatment is required to assure compliance of the end item with specified acceptance test requirements and ultrasonic inspection requirements. This assembly contains the cover, inserts, and pins that interface with the ammunition entrance unit that feeds live rounds into the scoop disc assembly.
Any failure of this item will result in a gun jam. This cover attaches directly to the aircraft and proper alignment of the ammunition storage container is critical to gun operation.
2. The qualification requirements specified herein are necessary to verify the structural, functional integrity.
3. Failure to procure these items from a fully qualified source can result in structural or functional deficiencies that will compromise the mission capability of the respective weapon system.
Section C: Qualification Requirements That Must be Satisfied to Become a Qualified Source and Qualification Waiver Requirements.
1. Prequalification Notice. The contractor shall notify the points of contact identified in the notice that the pre-qualification requirement is being established or notify the point of contact identified in the notice of solicitation issuance that is subject to a pre-qualification requirement of their intent to qualify as a source.
2. Facilities. The contractor must certify to the government that they have (or have access to) the required facilities, tools and specialized equipment to manufacture, inspect, test, and package the item. The contractor shall provide a summary of the company’s capabilities, including a detailed factory layout, a list of the machinery, fixtures, tooling, and test and inspection equipment, any specialized equipment and the personnel skill level that will be performing the effort. The contractor shall make their facilities, equipment, tooling, and personnel available for evaluation and inspection by the government.
3. Manufacture. The contractor must manufacture this item to conform to all the requirements of the latest revision of Drawings 209F953 rev E. The contractor must provide, at their own expense, data showing the results of quality, performance, and environmental evaluations conducted by the contractor to show compliance with the requirements (tolerance, tooling, finishing, forging, casting and etc.) of the drawings and specifications for the same item or a similar item(s). Contractors are cautioned that if any qualified tooling was used to produce all previously produced 209F953 item, that the tooling is the property of the OEM and cannot be made available for the contractor’s use by the government. Potential bidder shall provide a detailed quality plan implementing ISO 9001 (or equivalent); this requirement may be satisfied by evidence of an independent ISO 9001 certification or current/previous DCMA-administered contract that required ISO 9001 (or equivalent) compliance. At any time, the government retains the right to inspect the contractor’s facilities; and manufacturing, quality, test and environmental processes and documentation.
4. First Article Test (FAT) Requirements. If the contractor is awarded a contract, the contractor will be required to provide two post-contract award first article exhibits to evaluate the manufacturing capability of the contractor. The articles must comply with all of the requirements of the end item drawing (209F953 rev E). Complete FAT at government’s expense may include form, fit, function and test firing. The First Article may be required even if a Source Qualification Wavier is granted IAW Section C5 below.
5. Waiver. Sources who meet any of the following Source Qualification Waiver Criteria (QWC) may apply for a waiver of all or part of the qualification requirements:
QWC1: The potential source submits written certification that the articles have been supplied to the government or original equipment manufacturer and shall provide the following:
1. Contract Number
2. Procuring Agency
3. Contract Value
4. Number of assets shipped
5. Copies of DD Form 250, Material Inspection and Receiving Report, Purchase Order, or Invoice
QWC2: The potential source is qualified on the right-hand article and requests to be qualified on the left-hand article. If the right-and left-hand articles are mirror images of each other, then approval can generally be given.
QWC3: A source qualified to provide an assembly is usually qualified to provide subassemblies, major components, and items of that assembly.
QWC4: A source qualified to provide earlier dash numbers of a basic P/N may be qualified to provide other dash numbers of that same basic P/N, provided there is no increase in complexity, criticality, or other relevant requirements.
QWC5: A source qualified to provide a similar or like item can be qualified to provide the required item, if the source can produce proof that they have (or have access to) the tooling available to produce a qualified casting and the source can prove that they have the ability to carry out the machining and specialized heat treatment processes. However, for approval, the engineering authority must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. As a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the original equipment manufacturer or DoD.
QWC6: A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, castings, etc., in the manufacturing process.
