About this opportunity
The Department of the Air Force Materiel Command is soliciting proposals for an Enhanced Use Lease (EUL) of approximately 603 acres of golf course property at Eglin Air Force Base in Florida, seeking private or public entities to finance, develop, construct, and operate commercial improvements on the underutilized land. The Air Force Civil Engineer Center (AFCEC) requires lessees to upgrade two existing 18-hole golf courses, practice facilities, driving range, clubhouse, restaurant, pro-shop, and add an Americans with Disabilities Act (ADA) golf course while providing discounted rates to military personnel. Proposals will be evaluated using a best-value selection process across four primary factors: Project Description, Return to the Government, Organization/Experience/Capability, and Integrated Project Plan/Schedule, with the government's objective being to optimize property value and obtain cash rental consideration. The original proposal deadline was September 19, 2025, but Amendment 2 has extended the deadline to October 3, 2025, at 5:00 PM Central Time. An optional site visit is scheduled for September 17, 2025, from 9:00 AM to 3:00 PM at the Eglin AFB Golf Course.
This solicitation does not utilize any set-aside designation and no current contractors or incumbents are identified in the documentation. While specific award values are not disclosed, the government seeks fair market value consideration through base rent and participation rent arrangements, with lessees responsible for a transaction expense payment of up to $250,000. The lease term is structured for 50 years, covering 603 acres of land located east of State Road 85, north of State Road 20, and south of State Road 293 in Niceville, Florida, outside the installation's fence line. Primary NAICS codes include golf courses and country clubs, real estate lessors, commercial real estate management, food service contractors, and restaurant operations, reflecting the diverse commercial development potential of the property. The lessee will assume responsibility for all operating expenses, taxes, permits, insurance, and compliance with environmental regulations while maintaining the property for both commercial and military recreational use.
