About this file

This document is a Non-Binding Term Sheet for an Enhanced Use Lease (EUL) Request for Lease Proposal (RFLP) from the United States Air Force Civil Engineer Center for the Eglin Air Force Base Golf Course Enhancement Project. The proposed lease covers 603 acres of land with two existing 18-hole golf courses and related facilities located outside the Eglin AFB fence line, with the potential lessee responsible for upgrading, developing, constructing, maintaining, and operating the golf course facilities.

Key terms include the potential lessee being required to provide discounted golf rates for military personnel (50% off for E1-E6, 35% off for other active duty/retirees), obtain all necessary permits and insurance, comply with environmental regulations, and maintain comprehensive records. The lessee will be responsible for all operating expenses, taxes, and a transaction expense payment of up to $250,000. The lease will include provisions for base rent and participation rent (specific amounts to be determined), with the government seeking fair market value. The document emphasizes that this is a non-binding term sheet intended to guide discussions toward a potential Site Development Lease (SDL) under 10 U.S.C. § 2667.
