About this opportunity

The Defense Logistics Agency Aviation is conducting market research to identify potential manufacturers capable of producing four critical aircraft engine cowl components for the C-5 aircraft: Righthand Fan Cowl (NSN 1560-01-596-6401UC), Lefthand Core Cowl (NSN 1560-01-595-5844UC), Inlet Cowl (NSN 1560-01-600-9158UC), and Righthand Core Cowl Assembly (NSN 1560-01-592-5910UC). These components serve as engine enclosures and airflow directors, with specific part numbers and technical order references provided for each item. The government seeks contractors with the expertise, capabilities, and experience necessary for both qualification and production of these specialized aircraft parts. Interested parties must demonstrate their capability to meet requirements by emailing designated contracting officers no later than September 9, 2025. The procurement falls under NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing) and PSC 1560 (Airframe Structural Components).

This procurement does not utilize any set-aside designations and is currently structured as a sole-source award to Rohr, Inc. (CAGE: 51563), the original equipment manufacturer. The government intends to use Other Than Full and Open Competition under FAR 6.302-1, citing that only one responsible source exists with adequate knowledge and technical data for these C-5 cowl components. The impediment to competition stems from the government's lack of ownership of technical data, drawings, or schematics, making Rohr, Inc. the only known source with sufficient technical knowledge and manufacturing capabilities. The contracting office plans to award the contract using sole-source justification, though other manufacturers may express interest and capability during the market research period. No specific award values, quantities, or delivery timelines are disclosed in this pre-solicitation notice.
