About this opportunity

The U.S. Department of State, Bureau of Global Acquisitions is conducting market research through this Request for Information/Sources Sought Notice to identify qualified sources for Land Mobile Radio (LMR) subscriber equipment to support the Global Radio Replacement Program. The agency is seeking to procure approximately 2,500 radio units annually, including 2,000 handhelds, 325 mobiles, 110 base stations, and 65 remote consoles across three distinct configurations. All equipment must be P25 Compliance Assessment Program (P25 CAP) approved and support VHF (136-174 MHz) and UHF (380-512 MHz) frequencies with mixed-mode analog and digital P25 operation, AES-256 encryption, GPS capability where applicable, and Section 508 accessibility compliance for select configurations. Interested firms must submit detailed capability statements by February 25, 2026, demonstrating their qualifications to perform the work outlined in the draft Statement of Work; this is a non-binding market research effort, and no contract will be awarded from this announcement. The anticipated acquisition strategy involves awarding firm fixed price orders under a single award IDIQ contract.

This pre-solicitation notice contains no set-aside designations, though the agency is actively seeking responses from small business sources including 8(a) business development participants, veteran-owned small businesses, HUB Zone concerns, and women-owned small business concerns. The draft Statement of Work indicates the contractor must deliver equipment within 45 days, provide all logistics services, barcode application per DOS specifications, comprehensive technical documentation, and PC programming software compatible with Windows 10 or later. The contract requires a two-year warranty covering repairs and replacements at no cost to the Government, with the contractor bearing all return shipping costs, and includes technology refresh provisions requiring 60-day notice for product substitutions. The Global Radio Replacement Program is a 10-year lifecycle initiative supporting approximately 28 diplomatic posts annually across 280 worldwide locations, though no specific contract value or budget range is disclosed in this market research phase.
