About this opportunity

The United States Marine Corps is issuing a Request for Information/Sources Sought for maintenance and sustainment of the Consolidated Emergency Response System (CERS) with responses due by August 10, 2026 at 3:00 p.m. EST. A small business set-aside is possible if two or more qualified small businesses respond demonstrating compliance with FAR 52.219-14 limitations on subcontracting.

CERS provides Enhanced 911 (E911) and Computer Aided Dispatch (CAD) capabilities supporting firefighters, law enforcement, and emergency medical personnel across USMC installations. The four primary subsystems are VESTA E911 (MSI, Windows 11 OS), i-CAD 9.4 (Hexagon US Federal, Windows 11/Windows Server 2019), Fire Station Alerting/First-In (WestNet, Inc.), and Xybix dispatch furniture. The system is deployed across 13 USMC installations supporting 53 fire stations, plus two Systems Integration Labs—one operational in Huntsville, Alabama and one planned for Charleston, South Carolina. Performance includes biannual site visits at all locations, including OCONUS facilities, with a 99.7% annual operational availability requirement.

Required work encompasses design, engineering, program management, installation, configuration, system certification support, testing, documentation, and training. Personnel must achieve system recertification during the base period and support both planned software updates and sustained operations.

Responses must not exceed 20 pages in MS Word or PDF format (individual files not exceeding 2 MB; total submission not exceeding 8 MB) and must include CAGE code, UEI, and NAICS codes. The RFI anticipates NAICS 541513 (Computer Systems Design Services) for any subsequent formal solicitation. Submissions address 17 detailed questions covering capability, labor categories, Help Desk operations, CMMC familiarity, personnel qualifications, and Rough Order of Magnitude pricing for one base year plus three one-year options. Anticipated award date is FY'27 Q2/Q3. The predecessor contract is M67854-23-C-4902. Submit responses to Vanessa Coleman (vanessa.coleman@usmc.mil) with courtesy copy to Mohamed Elmi (mohamed.elmi@usmc.mil).
