REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT
This is a Request for Information and Sources Sought issued by PEO Digital & Enterprise Services for the Consolidated Emergency Response System (CERS), a Computer Aided Dispatch (CAD) system supporting emergency response across United States Marine Corps installations in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The Government seeks information on potential sources and methods for maintenance and sustainment of CERS, which is not a commitment to contract and carries no obligation to procure or issue a subsequent solicitation. CERS comprises four primary subsystems: VESTA E911 (MSI, Win11 OS), CAD/i-CAD 9.4 (Hexagon US Federal, Win11/Windows Server 2019), Fire Station Alerting/First-In (WestNet, Inc., proprietary firmware), and dispatch workstation furniture (Xybix). The system is deployed across 13 CERS installations with 54 total dispatch workstations and 11 administrative workstations, plus two Systems Integration Labs—one operational in Huntsville, AL and one planned for Charleston, SC.
Responses must be submitted no later than 3:00 p.m. EST on 06 August 2026 to vanessa.coleman@usmc.mil (with courtesy copy to mohamed.elmi@usmc.mil) in no more than 20 pages, including company name, address, representative contact information, CAGE code, Unique Entity Identity (UEI), and NAICS codes. The Government anticipates use of NAICS 541513 if a subsequent solicitation is issued and will consider small business set-asides if two or more qualified small businesses respond demonstrating compliance with limitations on subcontracting. Respondents must address 18 specific RFI questions covering capability and experience, NAICS code justification, labor categories, requirements clarity, Help Desk approaches, maintenance best practices, system recertification, cost and maintenance strategies, Systems Integration Lab incorporation, CMMC familiarity, data migration support, cost-benefit analysis, service location support, management approach, CONUS/OCONUS coverage, personnel qualifications, dispatch furniture refresh capability, and Rough Order of Magnitude pricing for one base year and three one-year options. All responses must be submitted as MS Word 2013 (or higher) or PDF format in individual files not exceeding 2MB each with a total submission size not exceeding 8MB.

REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT
CONSOLIDATED EMERGENCY RESPONSE SYSTEM (CERS)
THIS IS A REQUEST FOR INFORMATION. This RFI is issued solely for information and planning purposes and does not commit the Government to contract for any supply or service.
This RFI is intended solely for market research under Federal Acquisition Regulation (FAR) Part
10. No solicitation is available at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure devices or to issue a solicitation. Contractors are advised that the Government will not pay for any information received as a result of this RFI or accept any responses as offers. All costs associated with responding to this RFI will be solely at the interested party’s expense. Contractors should mark any proprietary information clearly and appropriately. The Government will not be held liable for any damages incurred if proprietary information is not properly identified. Responses will not be returned. The information provided in this RFI is subject to change and is not binding on the Government. The Government may provide additional information and issue additional RFIs at its discretion.
BACKGROUND. Emergency Response Systems (ERS), Program Manager Network & Infrastructure (PM N&I), Supporting Establishment Systems (SES), Marine Corps Systems Command (MCSC), the predecessor to the current organization, Program Executive Office Digital & Enterprise Services (PEO DES), was tasked with deploying CERS aboard United States Marine Corps (USMC) installations in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). CERS was intended to bring base emergency response systems in compliance with the Secretary of Defense (SecDef) Memorandum, dated August 2010, in reference to the Fort Hood Task Force recommendations and the Secretary of the Navy Policy on Emergency Calls, dated September 2010. CERS provides Computer Aided Dispatch (CAD) of emergency personnel and First Responders to the CONUS and OCONUS USMC installations. CERS is the subset of Emergency Dispatch Services (EDS) capabilities necessary to coordinate Installation-organic First Responder emergency and day-to-day operations. This encompasses First Responders, Firefighters, Law Enforcement (LE) and/or security personnel, and Emergency Medical personnel who provide the initial, immediate response to all-hazards incidents.
CERS was deployed in a two-phased approach.
Phase One
CERS E911 was awarded to Motorola Solutions Inc. (MSI) in November 2012 and deployed to support E911 functionality, which included Local Area Network (LAN), dispatch center furniture, E911 servers and clients, logging and recording, time synchronization, and system logging/auditing. MSI installed and maintained the SPOK E911 solution.
Phase Two
CERS Dispatch Alerting and Recording (DAR), was awarded to Hexagon US Federal in March 2014 and deployed to support a Commercial Off-the-Shelf (COTS) based Computer Aided Dispatch (CAD) capability with integrated mapping to include, but not limited to: Fire Station Alerting (FSA), Law Enforcement (LE) Records Management System (RMS), Fire and Emergency Services (F&ES) RMS interface, and associated Customer Premise Equipment.
During this phase, CERS was established on a network domain and additional interfaces were developed to support information exchange requirements to external systems. CERS DAR included the installation, integration, implementation, system warranty, support, and system operator training of the aforementioned items.
Beginning in September 2021 the MSI SPOK E911 subsystem was modernized to the MSI VESTA E911 solution with anticipated completion of VESTA at all 13 CERS Installation sites, and 2 Systems Integration Labs (1 actual, 1 planned), prior to March 2023. While MSI VESTA E911 is not in the Technical Product Baseline, it is a subsystem within the CERS Programmatic Product Baseline that runs parallel with existing CERS, it remains outside of the CERS Authority to Operate (ATO), and is not replicated in the CERS Systems Integration Lab (SIL) in Huntsville, AL. MSI VESTA E911 operates on a closed/detached, secure private network that does not connect to the rest of CERS, via the United States Navy Public Safety Network (PSNet), also a secure, private network. These networks cannot be accessed via the World Wide Web (WWW).
Table 1 below provides the current CERS Programmatic Product Baseline. The primary subsystems of CERS are VESTA E911, Computer Aided Dispatching (CAD), Law Enforcement Records Management System (RMS), and Fire Station Alerting (FSA). VESTA E911 and CAD are based on Windows 11 (W in11) operating systems (OS). Fire Station Alerting is not based upon a Windows OS.
