About this file

This is a Requirements Description (Draft) for a Request for Information (RFI) regarding maintenance and sustainment services for the United States Marine Corps Consolidated Emergency Response System (CERS).

The requirement encompasses design, engineering, program management, preparation, replacement, installation, configuration, optimization, system certification support, testing, documentation, and training for CERS hardware and software. CERS provides Enhanced 911 (E911) capabilities and Computer Aided Dispatch (CAD) functionality for emergency personnel and first responders across USMC installations worldwide. The system was deployed in two phases: CERS 1.0 (Motorola Solutions, Inc. SPOK E911 subsystem supporting E911 functionality) and Dispatch Alerting and Records Management (DAR) phase (turnkey COTS CAD with geospatial mapping, Fire Station Alerting, and Records Management System interfaces). Beginning September 2021, the MSI SPOK E911 subsystem was modernized to MSI VESTA E911, with completion anticipated by March 2023 at 13 installation sites and two Systems Integration Labs. The contractor must maintain integrated CERS components without degrading service, conduct software reinstatement and system recertification during the base period, achieve 99.7% annual operational availability, and perform biannual site visits at all locations including Outside Continental United States (OCONUS) facilities. Performance locations include 13 USMC installations and one Systems Integration Lab in Huntsville, Alabama. The contractor shall support both regularly scheduled maintenance events including planned software updates and sustained operations and maintenance practices to ensure cost-effective maintenance of in-service systems.

CONSOLIDATED EMERGENCY RESPONSE SYSTEM (CERS) SUSTAINMENT

REQUIREMENTS DESCRIPTION (DRAFT)

The requirement is for the maintenance and sustainment tasks (i.e. design, engineering, program management, preparation, replacement, installation, configuration, optimization, system certification support, testing, documentation and training) required for the United States Marine Corps (USMC) CERS.

Emergency Response Systems (ERS), PM Network & Infrastructure (PM N&I), Supporting Establishment Systems (SES), Marine Corps Systems Command (MCSC), the predecessor to the current organization, Program Executive Office Digital & Enterprise Services (PEO Digital), was tasked with deploying CERS aboard installations worldwide to bring installation emergency response systems into compliance with the Secretary of Defense (SECDEF) Memorandum (January 2010) in reference to the Fort Hood Task Force recommendations and Secretary of the Navy Policy on Emergency Calls.

CERS provides Enhanced 911 (E911) capabilities along with the Computer Aided Dispatch (CAD) of emergency personnel and First Responders to USMC installations around the world.

CERS coordinates installation organic First Responder emergencies and day-to-day operations.

First Responders encompasses Firefighters, Law Enforcement (LE) and security personnel, and Emergency Medical Technician personnel who provide the initial, immediate response to an all-hazards incident.

CERS was deployed as a turnkey solution in a two-phased approach. The first phase, CERS 1.0 Motorola Solutions, Inc. (MSI) SPOK E911, fielded components to support E911 functionality (e.g., Local Area Network), dispatch furniture, and E911 Customer Premise Equipment (CPE).

The second phase of CERS, commonly referred to as Dispatch Alerting and Records management (DAR), included a turnkey Commercial Off-The-Shelf (COTS) CAD, integrated Geospatial mapping, Fire Station Alerting (FSA), Records Management System (RMS) interface (both LE and Fire and Emergency Services (F&ES)), and associated CPE. Both phases included system installation, integration, and implementation; system warranty and support; and system operator training. These phases as completed make up the current CERS iteration.

Beginning in September 2021, the MSI SPOK E911 subsystem was modernized to the MSI VESTA E911 solution with anticipated completion of VESTA modernization at all 13 CERS Installation sites, and two Systems Integration Labs (SIL) (one actual, one planned), prior to March 2023. While MSI VESTA E911 is not in the Security Authorization, it is a subsystem within the CERS Programmatic Product Baseline that runs parallel with existing CERS and remains outside of the CERS Authority to Operate (ATO) and is not replicated in the CERS Systems Integration Lab (SIL) in Huntsville, AL. VESTA E911 operates on a closed, secure private network that does not connect to the rest of CERS, via the United States Navy Enterprise Ashore Enclave (EAE), also a secure, private network. These networks cannot be accessed via the World Wide Web (WWW) nor the Marine Corps Enterprise Network (MCEN).

This effort identifies the required USMC CERS maintenance and sustainment tasks (i.e. design, engineering, program management, preparation, replacement, installation, configuration, optimization, system certification support, testing, documentation and training). This requirement covers the Contractor’s system level logistical support for CERS. The Contractor is responsible to provide continued maintenance and sustainment for the currently installed systems and related systems in SIL. This requirement establishes and defines the requirements for maintenance and sustainment of current CERS Hardware (HW) and Software (SW) as well as the interfaces required. Maintenance and sustainment include scheduled maintenance of hardware, sustained operations and maintenance planning, Information Technology (IT) system administration and domain management, software patching and updating, Security Technical Implementation Guide(s) (STIG) compliance, and cybersecurity vulnerability assessments and scans. Successful maintenance of CERS is dependent upon its effective integration and interface capabilities with VESTA E911, integrating Dispatch, Alerting, and Records Management (DAR), as well as Enterprise Land Mobile Radio (E-LMR) and Marine Corps Installations’ respective telecommunications network infrastructure.

The Contractor shall maintain the integrated CERS components without degrading service, performance, or function of previously installed or existing systems. The Government will provide the Contractor with the current CERS baseline current Installation As-Built Drawings (Government Furnished Information (GFI)), and System Backup and Trusted Recovery Procedures.

The contractor shall conduct software and maintenance reinstatement and system recertification during the base period to include all lapsed maintenance coverage of CERS at all locations.

The Contractor shall support the existing systems through sustainment and organizational maintenance practices.

The Contractor shall provide sustainment and maintenance to achieve the required operational availability of 99.7% annually.

The Contractor shall perform biannual site visits for each installation to include Outside the Continental United States (OCONUS). The biannual site visits may be in conjunction, credit given, if conducted during a sustainment (repair/replace) visit when the Contractor provides adequate, concurrent site visit documentation.
