About this opportunity

The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research through a Request for Information for a Long Range Thermal (LRT) handheld observation and targeting night system, formerly known as the Handheld Observation and Targeting Night System (HOtNS). The system is intended to replace existing thermal imaging systems with a multi-functional device capable of long-range target recognition spanning multiple kilometers. MARCORSYSCOM seeks a commercially available solution that will be developed as a Family of Systems with a Modular Open System Architecture to enable future upgrades and component attachments. Vendors must submit a comprehensive 20-page white paper including an executive summary, product specification sheet, production cost estimates, and performance data. Key dates include the intent to participate deadline of August 20, 2025, an Industry Day scheduled for September 8-9, 2025 in Stafford, Virginia, and the final response deadline of October 1, 2025.

This procurement opportunity has no set-aside designation and is open to all qualified contractors. An updated notice from September 18, 2025 indicates that RFI questions and government responses are now available with Controlled Unclassified Information (CUI) restricted access, requiring vendors to execute a Non-Disclosure Agreement and maintain Data Custodian role per their CAGE code. The solicitation does not specify contract values, award amounts, or quantities of systems to be procured. Vendors are required to provide information about their business size status, SAM registration, NAICS code classification, facility security clearance levels, relevant experience with similar work, existing government contracts, and manufacturing lead times. The procurement falls under NAICS code 333310 for Commercial and Service Industry Machinery Manufacturing and PSC code 5855 for Night Vision Equipment.
