About this file
This Request for Information (RFI) is issued by Marine Corps Systems Command (MARCORSYSCOM) to conduct market research for a Long Range Thermal (LRT) handheld observation and targeting night system. The LRT is intended to replace existing thermal imaging systems with a multi-functional device capable of long-range (multi-kilometer) target recognition. The system will be developed as a Family of Systems with a Modular Open System Architecture, allowing for future upgrades and component attachments.
Vendors are required to submit a 20-page white paper with an executive summary, product specification sheet, production cost estimates, and performance data by 01 October 2025. An Industry Day is planned for 8-9 September 2025 in Stafford, VA, where vendors can discuss specifications and showcase products. Interested companies must submit an intent to participate by 20 August 2025, including a signed Non-Disclosure Agreement. Responses should include vendor contact information, business size status, SAM registration, NAICS code, facility classification level, similar work experience, existing government contracts, and manufacturing lead times.

Request for Information (RFI) M67854-25-I-1034 for Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA
Long Range Thermal (LRT) formerly known as Handheld Observation and targeting Night System (HOtNS)
This RFI is the continuation of market research under Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposal (RFP). The information provided herein is for information only and is intended to stimulate communication with industry in order to assess market potential. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that all information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only.
NOTICE – The Government may use non-government support contractors (Knowledge Capital Associates LLC and XCorp Solutions Inc) to assist in collecting and reviewing market information submitted in response to this RFI. Contractual organizational Conflict of Interest clauses and non-disclosure agreements bind these contractors to refrain from disclosing information they may access while performing their obligations to the Government.
In accordance with Secretary of the Navy (SECNAV) Instruction 5400.15D, Department of the Navy (DoN) Research and Development, Acquisition, Associated Life-Cycle Management, and Sustainment Responsibilities and Accountability, dated 19 January 2021, MARCORSYSCOM has the responsibility to centrally manage the procurement of the LRT within the Marine Corps.
MARCORSYSCOM is interested in a commercially available handheld observation and targeting night system. The LRT capability is intended to replace and supersede the capabilities currently provided by the AN/PAS-28 Medium Range Thermal Bi-ocular (NSN 5855-01-573- 2483) and/or AN/PAS-22 Long Range Thermal Imager (NSN 5855-01-536-3532). The LRT consists of a handheld component and various accessories to extend performance or provide additional capabilities. Long range day and night imaging capability is anticipated to be a key performance metric (multi-kilometer vehicle-sized target recognition); however, the LRT is also intended to have far target location capabilities. The LRT is envisioned as a Family of Systems (FoS) with Increment 1 as the base observation system and with system enhancements and additional capabilities addressed in separate Requirement Annexes, with each increment having its own set of requirements, review cycles, certification, and accreditation. The LRT shall incorporate a Modular Open System Architecture (MOSA) to allow for upgrades, component attachments, system enhancements and additional capabilities. The LRT is not intended to be a reduced size/weight equivalent of fielded equipment; rather, it should demonstrate long range multi-functional observation technology improvements over currently fielded equipment.
MARCORSYSCOM would like to gauge potential interest, establish the current state of industry, identify marked improvements in performance over fielded equipment, and receive information regarding advances in handheld, long-range, multi-functional observation devices.
MARCORSYSCOM requests information about systems that can satisfy the requirements addressed in the attached draft Performance Specification and welcomes industry feedback via questions and comments on the specification to ensure requirements are feasible and appropriately defined. Please note, to access the attachment documents and files, the requesting respondent must be able to request access for CUI documents and files in beta.SAM.gov, sign and return a completed Non-Disclosure Agreement (NDA), and maintain the Data Custodian role per their CAGE code. Once the Government identifies and validates that the requesting respondent has legal Government purpose to access CUI documents, the Government will grant the respondent’s access to CUI documents via beta.SAM.gov.
An Industry Day is planned for 8-9 September 2025 in Stafford, VA, in conjunction with this RFI to better communicate with industry and provide interested vendors the opportunity to discuss performance specifications, ask questions and showcase their multi-functional observation product(s) in person. Based on vendor submitted questions and comments, the Government may provide feedback via the Industry Day, as well as provide formal responses to questions submitted, no later than 17 September 2025.
The Industry Day will be comprised of a Government brief to include program information and timelines as well as follow-on individual respondent meetings, by request. Additional details regarding the Industry Day will be provided to interested and approved respondents. All interested respondents shall provide an intent to participate in the Industry Day no later than 20 August 2025, to include a signed NDA, participants names and if there is interest in an individual vendor to Government meeting.
All interested vendors are required to submit a white paper and product specification sheet.
(1) Provide a white paper not to exceed 20 pages which gives an executive summary of your product and addresses the handheld, long-range, multi-functional observation technology improvement areas identified above. The white paper should also include a production cost estimate (Rough Order Magnitude) of the base observation system as well any additional capability components and attachments as separate line items. You are highly encouraged to provide test data substantiating any performance claims made in your response, which will not count against the 20-page limit.
(2) Provide a product specification sheet that should include product photos or depictions, and description, characteristics, or features.
Questions and comments, as well as Industry Day requests to participate, are to be submitted via e-mail to the Contract Specialist, Mr. Nate Sudbeck at nathaniel.sudbeck@usmc.mil with a courtesy copy to the Contracting Officer, Ms. Elizabeth Colvin at elizabeth.colvin@usmc.mil, with the subject line RFI QUESTIONS M67854-25-I-1034 LONG RANGE THERMAL
(LRT).
E-mail responses to the RFI are preferred and will be submitted to the Contract Specialist and Contracting Officer, but if your submission contains large files or information that is proprietary in nature to send, you may provide your submission using DoD SAFE (https://safe.apps.mil/). In order to obtain a link for DoD SAFE submission, the respondent must e-mail a request to the Contract Specialist and Contracting Officer no later than three business days prior to the response deadline. The Respondent shall provide their name and e-mail as contact information so the Government can generate a pick-up request from the DoD SAFE application to be sent to the Respondent, which is valid for 14 calendar days. Respondents shall address their DoD SAFE Subject Line: “RFI RESPONSE M67854-25-I-1034 LONG RANGE THERMAL (LRT) [COMPANY NAME]”. Respondents shall click the “Confirm Delivery” button within the DoD SAFE app to receive a confirmation of pick up by the Government. The DoD SAFE system records submission times. Respondents are responsible for generating a drop-off time no later than 3 days prior to the submission date and time to ensure timely drop-off for their submission.
The Government will not provide acknowledgment of responses received.
Proprietary information, if any, must be clearly marked. To aid the Government in its review and evaluation, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Respondents that include in their submissions data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall --
