About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research to identify potential sources for sustaining the Tunner 60K Aircraft Cargo Loader. This Request for Information (RFI) follows an Industry Day held on February 13, 2025, and seeks contractors with expertise in four critical areas: pipeline/material management, sustaining engineering, repair, and overhaul. Interested businesses, including small businesses, joint ventures, and teaming arrangements, must complete a comprehensive Contractor Capability Survey addressing general capabilities, overhaul support, and engineering services. The RFI covers three fielded configurations of Tunner Aircraft Cargo Loaders with specific NSN and part numbers. Potential contractors must electronically submit their responses to Deborah Simmons (PCO) and Tiffany Davis-Patterson (Contract Specialist) by April 11, 2025, with email attachments limited to 10 MB.
The current contract is held by DRS, and the upcoming procurement will likely follow a structure similar to the Halvorsen contract, combining Firm Fixed Price and Fixed Price Incentive Fee elements. The contract will encompass 32 overhauls per year, with up to 16 units simultaneously in the overhaul line. The Tunner loader is a military specification (Milspec) asset that last went into production in 2004, with 318 total units deployed across multiple global locations, including concentrations at sites like AL UDEID WRM (24 loaders), TRAVIS AFB (18 loaders), and RAMSTEIN AB (11 loaders). Total engine hours from January 2024 to January 2025 were 73,835, with the EAST region accounting for 25,413 hours and 107 total loaders. Parts are currently contractor-owned, with no government bench stock, though some items can be ordered from the Defense Logistics Agency (DLA).
