About this opportunity

The Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, Ohio is conducting a Request for Information (RFI) and Sources Sought notice to identify vendor capabilities for support, operation, maintenance, and enhancement of the Program and Budget Enterprise System (PBES), a Department of Air Force financial system that replaced four legacy Planning, Programming, Budgeting and Execution systems in December 2021. This is market research only with no current solicitation or commitment to award a contract. Key requirements include extensive experience with the Department of Air Force Planning, Programming, and Budgeting (PPB) process; expertise with Cloud One Amazon Web Service (AWS); proficiency with Oracle technologies including Data Relationship Management, Hyperion Planning, Analytics Server, Data Integrator, Database 19c, and WebLogic Server; and the ability to transition from existing system integrators while maintaining Agile development methodologies. Contractors must provide Subject Matter Experts with a minimum of three years' specific DAF PPB process experience, with primary duty locations at the Pentagon during normal operating hours and availability for surge periods. The deadline for submitting responses to the RFI is close of business on May 13, 2026, with responses submitted electronically to Contracting Officer Ms. Amanda Stull and Contract Specialist Ms. Angela Ashmore, limited to 10 pages in Times New Roman 12-point font with one-inch margins.

There is no set-aside designation for this opportunity, and no incumbent contractor or current award value has been identified in the RFI documents. All contractor personnel must possess appropriate security clearances (minimum Secret clearance), favorable background checks, Common Access Cards (CACs), and must be U.S. citizens or resident aliens in compliance with organizational conflict of interest requirements under FAR 9.5. The current PBES operations process handles approximately 185-200 support tickets monthly with a 98 percent first-contact resolution rate and average resolution time of 10-15 minutes using Jira for tracking. A 60-day transition-in period is planned, though specific dates have not been finalized at this time. The government currently employs a Scrumban Agile framework and indicates that an industry day or draft RFP release is anticipated during the planning stages, with no specific acquisition strategy, contract vehicle, or set-aside information finalized to date. Both large and small businesses are encouraged to respond to the market research inquiry.
