About this file
This file is a Request for Information (RFI) questionnaire designed to assess vendor capabilities for supporting the Program and Budget Enterprise System (PBES) operated by the Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, Ohio. The RFI is organized into five categorical sections—Experience, Staffing, Management, and Processes—and solicits detailed responses regarding vendor qualifications, technical expertise, and operational approach to support PBES sustainment and enhancement.
The Experience section requests information about vendor background with Department of Air Force Planning, Programming, and Budgeting (PPB) processes at MAJCOM and Air Staff levels; system training material development; and specific technical certifications and experience with Oracle technologies (Analytics Server, Database Server, Data Integrator, DRM, Hyperion Planning, Essbase, WebLogic Server), RHEL, and Windows Server platforms. The Staffing section inquires about recommended personnel certifications in software development, cybersecurity, database administration, and project management; current availability of personnel with required qualifications; capability to support classified systems on the SIPR network with appropriate security clearances and IAT II or higher certifications; and availability of Functional Subject Matter Experts (SMEs) with deep expertise in Program Objective Memorandum (POM), Budget Estimate Submission (BES), President's Budget (PB), and Five-Year Defense Plan (FYDP) processes. The Management section addresses recommended team structure and roles, collaboration approach with the Functional Management Office (FMO) and Program Management Office (PMO), staff resource allocation including full-time equivalents and subcontractors, contingency planning for staffing changes, data validation procedures for budget cycle rounds, cybersecurity readiness support, project timeline management, risk management methodology, change management processes, quality assurance and testing approaches, project management tools and techniques, development environment build timelines and critical milestones, and experience working within Government-Furnished Environments. The Processes section requests information on government personnel training approaches, knowledge transfer and documentation strategies, alignment of domain expertise with commercial technologies for DAF financial planning systems, data integrity validation procedures and tools, risk examples from similar projects, capability delivery using Agile/CI/CD/DevSecOps methodologies in a Cloud One environment, end-user support strategies, requirements development and agile event participation, PPBE system experience, Financial and Program Structure process support (PE numbers, program codes, weapon system codes, J-books), and performance and load testing methodologies for peak budget cycle usage. All sections request contract numbers, customer organization names, and points of contact for reference verification where applicable.

Experience
PBES RFI - Experience
Questions
What experience, if any, do you have with supporting the Department of Air Force (DAF) Planning, Programming, and Budgeting (PPB) processes--both MAJCOM and Air Staff? Please provide examples.
Describe your experience and internal process for creating system training materials. Based on your familiarity with PBES what are your recomendations to implement changes and improvements to the current training material.
Describe your level of experience and/or any certifications held with each the following: Enterprise Performance Management (EPM), Oracle Analytics Server (OAS), Oracle DB Server, Oracle Data Integrator (ODI), Oracle DRM, Oracle HTTP Server (OHS), Oracle Hyperion Planning, Essbase, Oracle Internet Directory, Oracle Weblogic Server, RHEL, Windows Server 2019 and newer. If so, please describe how those experiences would be used to support PBES and it's mission to generate Program Objective Memorandum, Budget Estimate Submissin, Rapid Allocation Process, and President's Budget seamlessly. Describe your specific experience managing and configuring Oracle DRM or a similar Master Data Management (MDM) tool within a federal financial context. How do you ensure data governance and stewardship?
Describe your experience in developing, maintaining, and troubleshooting automated data interfaces between a primary system like PBES and external authoritative data sources. Please provide an example where you successfully automated an interface that was previously a manual process.
Please provide contract number, name of customer/organization supported, customer/organization POC including contact information for the questions listed above, if applicable.
Staffing
PBES RFI - Staffing
Questions
What certifications or qualifications would you recommend your staff hold in areas such as software development, cybersecurity, database/system administration, or project management? Do you currently have personnel with the recommended certifications and qualifications to work PBES should they receive authorization to do so?
PBES is hosted on the SIPR network; can you provide a capability support team that has the appropriate security clearances and IA (IAT II or higher) Workforce Certifications to sustain a classified system?
Do you currently have Functional Subject Matter Experts (SMEs) on staff? Functional SME’s must be experts with the POM (Program Ojective Memorandum) , BES (Budget Estimate Submission) and PB (President's Budget) processes from Major Command level to Office of Secretary of Defense. This includes the Programming function with the different AF panels through the Appropriation Managers on the Budget side of the process. The SMEs must also be familiar with the entire PPB&E process and how it all ties together. They must be able to integrate the 30-year Plan with the Programming and Budget FYDP (Five Year Defense Plan).
Please provide contract number, name of customer/organization supported, customer/organiztion POC including contact information for the questions listed above, if applicable.
Management
PBES RFI - Management
Questions
Can you describe the recommended team structure, including roles (e.g., system analysts, software engineers, database administrators)? Can you describe how your team would collaborate with the functional customer (e.g. a Functional Management Office (FMO)) and the Program Management Office (PMO) to ensure seamless POM, BES, PB development?
How would you plan to allocate staff resources for a POM/PB project? Can you provide details on staffing levels, including full-time equivalents (FTEs) and any subcontractors? What contingency plans would you put in place to address unexpected staff shortages or turnover?
How would your company handle data validation for rounds (versions within the cycle that add rates, manpower, DAF decisions) during budget cycles? What steps would you take to update financial or performance data? How would you manage changes and ensure consistency in the data?
Describe your management approach for supporting cybersecurity readiness and providing software ugrades to PBES while delivering new capabiilty and keeping PBES operational (minimum downtime).
How would you manage the project timeline, milestones, and deliverables? What communication channels would you use to keep the Government informed of your progress and to address any issues? How would you manage risk and how would you share those risks with the FMO and PMO?
How would you handle changes to requirements, scope, or priorities during the project? Outline your change management process. What mechanisms would you use to communicate changes to the Government?
Describe your approach to quality assurance (QA) and testing. How would you verify the accuracy and reliability of the IT system the DAF uses to generate a POM and PB? What testing methodologies (e.g., unit testing, integration testing) would your team employ?
This customer operates under very stringent timelines. What project management tools and techniques do you use to ensure timely and within-budget delivery?
Regarding standing up/building development environments, what critical milestones or phases would you include in a schedule or timeline? How would you account for potential delays or unforeseen challenges? What resources (human and technical) would you allocate to meet the timeline?
