About this opportunity
The United States Department of Agriculture (USDA) is seeking professional exterior cleaning and restoration services for the historically significant Jamie L. Whitten Building located in Washington, D.C. The pre-solicitation notice requests information from contractors capable of providing comprehensive masonry cleaning and restoration services that comply with historic preservation guidelines. Contractors must demonstrate technical competence in cleaning historic building facades, using low-pressure, non-abrasive methods that preserve the building's architectural integrity. The Request for Information (RFI) requires respondents to submit detailed proposals electronically through Microsoft Forms by May 5, 2025, at 2:00 PM EST, with specific focus on cleaning approaches for either the building's front facade or the entire structure. Evaluation criteria will include the contractor's experience with historic preservation projects, technical capabilities, proposed methodologies, and adherence to standards such as OSHA safety regulations and EPA guidelines.
The pre-solicitation notice does not indicate a specific set-aside for small businesses, though the RFI seeks information about potential small business participation. No specific incumbent contractors are mentioned, and the document does not provide explicit budget ranges or award values for the project. The cleaning and restoration work will cover the building's exterior stone facades, cornices, window frames, and architectural features, with a primary focus on removing dirt, biological growth, and environmental stains. While a precise timeline is not specified, the project will require careful documentation and preservation techniques consistent with the Secretary of the Interior's Standards for Historic Properties. The primary point of contact for this opportunity is Carlton L. Bradshaw, III from the USDA Office of Contracting and Procurement, who will oversee the market research and potential future solicitation.
