About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is conducting market research to identify potential sources for Radio Frequency (RF) services supporting the Air Force Distributed Common Ground System (DCGS) Systems Field Support (DSFS). The procurement seeks contractors capable of providing Intelligence, Surveillance and Reconnaissance (ISR) system support, including collection, correlation, and collaboration of signals intelligence to deliver near real-time actionable intelligence. Key contract requirements include maintaining 99.5% system availability, providing personnel with TS/SCI clearances, supporting Combined Joint All-Domain Command and Control (CJADC2) requirements, and demonstrating expertise in ISR sensors and military mission planning. Responses to the Capability Survey Parts I and II are due by 4 PM EDT on March 28, 2025, with the government emphasizing that participation does not guarantee future contract awards. The market research is being conducted through a Request for Information (RFI) with a posted date of February 25, 2025, and a response due date of March 17, 2025.

The contract opportunity is not designated with a specific set-aside and falls under the Engineering Services NAICS category (541330). The work will be performed across multiple CONUS and OCONUS locations, including Distributed Ground Stations and Distributed Mission Sites, with a focus on transitioning from site-based System Mission Capability Bundle (SMCB) 2.X to hub-based Systems Team Radio Frequency Minimum Viable Capability Release (ST RF MVCR) 3.X. The contract will include four primary timeframes: initial site-based support, partial hub-based transition, full hub-based operations, and post-U2 divestiture support planned before October 2025. Contractors will be expected to provide comprehensive services including program management, Agile project management, configuration management, mission operations support, logistics, data management, systems administration, RF sensor management, hardware maintenance, and incident resolution. The government will require the ability to surge 24/7 coverage for up to 30 days twice per year, with personnel needing specific technical certifications and clearance levels.
