The government notes that participation does not guarantee future contract awards and will not reimburse response costs.

REQUEST FOR INFORMATION (RFI)

Support to the Air Force Distributed Common Ground System (DCGS) Systems Field Support (DSFS)

Description:

The Government is conducting market research to identify potential sources that possess the expertise and the capabilities to meet the qualification requirements to provide the Radio Frequency (RF) services needed to support the Air Force (AF) Distributed Common Ground System (DCGS) Systems Field Support (DSFS). DSFS services, support the sustainment of Intelligence, Surveillance and Reconnaissance (ISR) systems used for collection, correlation of data, and collaboration of signals of interest from airborne, ground, and other systems to provide near real time actionable intelligence to the AF DCGS analysts, the warfighter, Combatant Commanders, national mission partners, and others.

The main objective of this contracting effort provides sustainment and Operations and Maintenance (O&M) support of the AF DCGS RF systems for the enterprise. AF DCGS is a critical Intelligence, Surveillance, and Reconnaissance (ISR) system used by intelligence agencies world-wide. AF DCGS allows the warfighters and national decision makers to have up-to-date information on high valued targets by providing the Processing, Exploitation, and Dissemination (PED) data in near real-time. Additionally, follow-on RF mission application sustainment requirements will be required until AF DCGS is removed from the Air Force inventory.

All tasks will be specifically directed by individual Task Descriptions (TD) issued under an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract. Major tasks include program management and support functions including Agile project management, finance, contracts, quality assurance, configuration management, support mission operations, logistics support, data management, systems administration, RF sensor management/operation, hardware maintenance, incident resolution, to include furnishing the necessary personnel, software/system analysis for Deficiency Reports (DRs) and Problem Reports (Serena tickets, or any repository specified by the Government) as prioritized by the Government, testing, delivery of software, network security, and remote & phone support. Additionally, the contractor shall support the AF DCGS and provide, modernization and development support at DGS-X thru software/systems testing, and sustainment services, including testing software applications and software fixes in a classified System Integration Lab (SIL) and delivering classified releasable software for the Classified site. This includes updates to engineering documentation, training material, user documentation, and fielding documentation. This is not a software development contract.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

Responses to the Capability Survey Part I and Part II must be received no later than 4 PM EDT 28 March 2025. Please ensure data is in a readable electronic format that can be received through a firewall. Attachments shall not to exceed 10 MB per email. Multiple emails are acceptable. Scope:

This effort provides sustainment and Operations and Maintenance (O&M) support of the AF DCGS RF systems. AF DCGS is a critical Intelligence, Surveillance, and Reconnaissance (ISR) system used by intelligence agencies world-wide. AF DCGS allows the warfighters and national decision makers to have up-to-date information on high valued targets by providing the Processing, Exploitation, and Dissemination (PED) data in near real-time. Additionally, follow-on RF mission application sustainment requirements will be required until AF DCGS is removed from the Air Force inventory.

DSFS services required to support the AF DCGS includes but will not be limited to support for the following: Electronic Intelligence (ELINT) software and services, Communications Intelligence (COMINT) software and services, management of airborne RF sensors, National Mission Partner (NMP) software and services, Multi-Source Correlation System (MSCS) – transitioning to hub based and cloud based services; Joint Signal Processor (JSP); RF Sensor Simulators; and other systems/software. As AF DCGS prepares for Great Power Competition support for Denied, Degraded, Intermittent and Limited (DDIL) communications may be required for DGS-4, DGS-5, and PCS. This does not necessarily mean we will need personnel at these sites. Our primary strategy is to provide support for DDIL requirements remotely from the East (Langley AFB, VA) and West (Beale AFB, CA) Coast hubs with blue suit support for limited disconnects. A separate CLIN will be used if a minimal support capability is required at DDIL sites. Contractor will provide emergency response capability from ECH/WCH. The DSFS contract shall be responsible and accountable for, but not limited to the following:

• Sustainment responsibilities essential for maintaining AF DCGS HW and SW, specifically:

o System maintenance o Integration o Configuration management (PWS paragraph 4.9) o User training (PWS paragraph 4.16 and 4.17) o System administration for OEM, Government Off the Shelf

(GOTS), Free Open Source Software (FOSS), and Commercial Off the Shelf (COTS) SW o Program management o Hardware support is only required for sites indicated in PWS para

4.1.3 o SW support in accordance with Software Version Description

Documents (SVDD) for the DSFS systems. These documents will be provided to the contractor.

• Performs Sensors Resource Management (SRM) duties (Centralized) for the enterprise until the U2 divests

• Performs Maintenance Technician (MT) duties (Site based - SMCB 2.0).

Will continue to be performed at PCS until U-2 divests or centralized support is possible.

• Performs Low Band System (LBS) SW and High Band System (HBS) SW duties (Centralized). Our desire is for individuals to be able to support both bands. However, this is not a requirement.

• Possession of detailed technical knowledge and demonstrates operation proficiencies of the AF DCGS RF Intelligence systems and associated sub-systems

• Responsible for providing HW and SW deficiency analysis (related to AF DCGS RF Intelligence HW and SW)

• Responsible for providing HW and SW corrective actions (related to AF DCGS RF Intelligence HW and SW)

• Responsible for providing HW and SW configuration management (related to AF DCGS RF Intelligence HW and SW)

• Responsible for following all security direction during mission operations, integration, sustainment, and training activities

• Follows all policies, processes and procedures as prescribed by the Government Program Management Office (PMO) and site leadership.

Where conflicts occur, or in the absence of site guidance, the DSFS personnel shall default to specified Government PMO requirements or guidance as well as Department of Defense (DoD) and other Government agency instructions

Other service objectives include (PWS para 2.0):

• Maintain an Ao level of 99.5% minimum

• Provide qualified contractor personnel

• Meet quality and receipt of Contract Data Requirements List (CDRL) requirements

• Provide timely and accurate Contractor manpower reports

• Adhere to the Contractor’s Quality Management System (QMS).
